synopsis/solicitation for commercial services prepared in accordance
with the form at in FAR, Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested, and a written
solicitation will not be issued. The solicitation number is
F04700-97-T6239. This is a Request for Quotation. This will be a Not To
Exceed Purchase Order. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular (FAC) 90-32 and DAC 91-1. The Air Force Flight Test Center
(AFFTC) has an immediate requirement for non-personal services to
provide Non-Instructional services through The Distance Learning
Center, for military and civilian personnel, located at the Education
Office, Edwards AFB Ca. Period of performance will be 97 OCT 01 through
98 Sep 30. The contractor will be required to provide the following:
(1) one-hour sessions or classes on an on-call basis; (2) promote
program via base media; (3) writes publicity materials for reproduction
and distribution to interested base organizations; review and
advertises schedules of courses from Air Force Institute of Technology
(AFIT), Air Technology Network (ATN), Air Education and Training
Command (AETC), and other sources of Distance Learning (DL) or Computer
Based Training (CBT) programs; (4) coordinates and assists the
Education & Training Specialist in scheduling the DL facility; (5)
accounts for and maintains all video tapes, CD-ROMS, Laser Disks, etc.,
libraries; (6) ensures that required equipment is in proper use
condition; (7) monitors and troubleshoots all broadcasting; (8) and
submits a monthly report on number of students in each class to the
Education Services Officer. The contractor should have an Associate
Degree and/or be familiar with Air Force Education and Training
Programs. Two years experience in Air Force Education and Training is
mandatory. The Simplified Acquisition Procedures (SAP) will be used in
awarding this contract by written quotation. Contractors making bids
should submit proposal based on the above requirement. Far Provision
52.212-1, Instructions to Offeror Commercial applies. Offeror must
include a completed copy of Far provision 52.212-3, Offeror
Representations and Certifications Commercial items. Far clause
52.212-4, Contract Terms and conditions Commercial Items, applies.
