objectives of this project are to: (1) support FHWA initiatives and
programs which facilitate advancement and deployment of innovative
technology within the surface transportation community, especially
focusing on physical infrastructure-related areas such as advanced
materials, rehabilitation and reconstruction techniques, test and
evaluation projects, and highway operations; (2) develop and refine the
tools and information needed to help FHWA evaluate and formulate
policy, programs, projects, and/or legislative positions on its
infrastructure-related technology mission; (3) investigate, summarize,
organize and disseminate information to support FHWA's technology
mission; (4) provide outreach, market research, education, and
technology transfer support in the various areas of
infrastructure-related technology; (5) establish a "peer-to-peer"
technical support capability that would enable experts in specific
technology areas to help facilitate the adoption of innovative
technology through discussionand contacts with transportation
professionals needing this assistance. All responsible sources may
submit a proposal, which will be considered by FHWA. The period of
performance is five years. Proposals are due six weeks after release of
the RFP. The electronic version of the RFP will be available on the
Office of Acquisition Management Home Page,
http://www.fhwa.dot.gov/aaa/hamhome.htm, approximately late October. To
receive a hard copy of the RFP, submit a written request to the address
above, and include two self-addressed gummed labels. Information to
facilitate partnering/teaming arrangements, and to answer questions
regarding the RFP, will be made available to interested parties via the
Office of Acquisition Home Page, as well as in hard copy format. The
details of these features will be explained in greater detail in the
RFP. (NOTE: The Department of Transportation (DOT), Office of Small and
Disadvantaged Business Utilization (OSDBU), has a program to assit
minority, women-owned, and disadvantaged business enterprises to
acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short-Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
