V -- NOTICE OF TENTATIVE DECISION TO USE GOVERNMENT -OWNED AIRCRAFT IN SUPPORT OF FIRE MODEL RESEARCH Notice of intention for PSW Station to utilize a Forest Service owned Piper Navajo for remote sensing in support of fire model and vegetation analysis. The aricraft has been previously modified for Forest Service and NASA equipment and is available for dedicated use from June through November for immediate response to wildfires. Aircraft will also be available at other times during the year for vegetation analysis. Pilot and support staff will be obtained by contract through NASA. In compliance with OMB Circulars A-126 and A-76, a cost comparison was completed which showed that use of this Government-Owned aricraft is more cost effective than commerical lease. The publication of this notice initiates the Administrative Appeals Process. Copies of the study are available upon request. Appeals must be made within 20 days of this notice.
