COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 22,1997 PSA#193599 -- SOUTHEASTERN U.S. REGIONAL SUPPLIER FOR ADP OFFICE PRODUCTS,
DIGITAL IMAGING, TELECOMMUNICATIONS AND PHOTOGRAPHIC SUPPLIES The
Defense Industrial Supply Center (DISC) is seeking proposals from
businesses interested in participating in an acquisition as a Prime
Vendor for office products and ancillary agreements. This will
encompass ADP equipment, digital imaging devices, telecommunications
equipment, photography equipment and related photographic supplies, and
consumable and non-consumable office supplies. Ancillary agreements
covering ADP/IT equipment and systems maintenance, management, leasing
and consulting may also be included. This is a representative list and
should not be considered comprehensive of all products that will be
required. All items are brand name specific and/or generic commercial
products. A Prime Vendor, or integrated supplier, can be defined as the
designation of a single source of supply for a wide range of products
and is responsible for the delivery of those products to the customer
upon order. The potential implementation sites would include
approximately 59 military facilities located in the Southeast region of
the United States and will consist of two (2) zones. The South Atlantic
Zone (Zone 1) encompasses North Carolina, South Carolina, Georgia, and
Eastern Florida. The South Central Zone (Zone 2) encompasses
Tennessee, Alabama, Mississippi, Western Florida (Panhandle), Southern
Missouri and Southern Illinois, Kentucky, Arkansas and Louisiana.
Separate Prime Vendors will be selected for each Zone, although the
Government reserves the right to award both Zones to a single Prime
Vendor. Prospective contractors should be able to adequately support
purchases that are anticipated to have a yearly estimated sales volume
of $5 million dollars. This yearly estimated sales volume of $5
million dollars is contingent on the number of military facilities and
the extent of their participation. Therefore, the yearly estimated
sales volume could be significantly higher. Roll-out of this program to
other major regions of the United States will occur at a future date.
The initial implementation facilities for theSoutheast region are to be
determined. Prospective contractors should have an on-line Electronic
Order Entry (EOE) system and have Electronic Data Interchange (EDI)
capability. Subject solicitation will be issued on an unrestricted
basis, with a 10% evaluation preference for Small Disadvantaged
Business (SDB) concerns and will be subject to the Trade Agreements
Act. Adherence to the Javits-Wagner-O'Day Act (JWOD), which governs the
Government's procurement of certain office products, will be a
requirement of the Prime Vendor(s). The resultant contract will be an
Indefinite Delivery Contract (IDC) with a base period of 20 months and
two (2) 20 month options to extend the term of the contract. This will
be a best value source selection acquisition with technical merit being
considered more important than price. Solicitation SP0500-97-R-XXXX,
including the Statement of Work and complete details and conditions, is
expected to be issued on October 1, 1997 and have an estimated closing
date of November 15, 1997. Apre-proposal conference is scheduled to be
held at DISC on, or about October 29, 1997, and interested parties
