Detachment Philadelphia is publishing this Special Notice to elicit
questions, comments and suggestions based on the Draft Statement of
Work (SOW) for the follow-on requirement to the Consolidated PACE
Program. The Program for Afloat College Education (PACE) is a special
component of the Navy's Voluntary Education (VOLED) program. The PACE
Program provides pre-college, college undergraduate level, and college
graduate level courses to Sailors. PACE is exempt from the traditional
tuition assistance formula, and is a fully funded program, although
Sailors do pay for books. The Contractor shall provide educational
services to all eligible ships (whether deployed or in port), all
sea-going units, and a cadre of remote sites. Classes shall be provided
as instructor delivered or technology delivered courses. Questions
regarding this synopsis should be directed to the cognizant Contract
Negotiator, Mr. J. B. VanAllan at (215)697-9655. Parties interested in

SOW is 08 Oct 1997. The Draft SOW will be forwarded to respondents by
e-mail. The Draft SOW is in WordPerfect 6.1 format. All questions,
comments and suggestions related to the Draft SOW should be submitted
