Administration (FAA), Western-Pacific Region, under the FAA Acquisition
Management System (FAAAAMS) publicly announces its intention to
contract to replace flood damage at Molokai Air Traffic Control Tower
(ATCT), the Molokai RTR, and the Molokai VORTAC, located on the island
of Molokai, Hawaii. The contractor shall provide all labor, equipment,
transportation and materials, that are proposed to be used to
successfully repair floor damage incurred at these facilities. Work
shall include but is not limited to: roofing, carpentry, asbestos
abatement, electrical, painting, and carpet installation and other
associated work. All work shall be in strict accordance with all OSHA
and local and federal regualtions as well as all FAA regulation. The
estimated dollar range for this procurement is between $250,000.00 to
$500,000.00. The Standard Industrial Classification (SIC) code for this
procurement is 1791. Since this is an emergency under the Flood
Recovery Project, the FAA currently has five (5) pre-qualified sources
that it intends to solicit for this procurement. No additional sources
are being sought at this time. The solicitation will be issued on or
about 9/16/97 with responses due 10 calendar days after the actual date
is issuance. Award will be based on the Best Value to the FAA giving
due consideration to: (1) Past Performance, utilizing performance lines
from Arizona State University; (2) Proposed methods and materials to be
utilized for the successful completion of this project; (3) Period of
Performance; (4) Technical Competence; (5) Warranty; (6) Cost and
Price, and (7) Bonding Capacity -- (a) Total Cost to the FAA, (b) Past
Performance/Experience for the same or similar work, and (c) Financial
and Bonding Capability. This notice BELOW is for informational purposes
for Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, payment, and performance bonds up to
1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Programs (STLP), at prime interest
rates to provide accounts receivable financing. The maximun line of
