29-8015-3 Or Equal Pump and one (1) PACO Model 29-1012-9 or Equal Pump
in existing Chiller Plant located at Stratton VA Medical Center,
Albany, NY. This is a combined synopsis/ solicitation for commercial
items prepared in accordance with the format contained in the Federal
Acquisition Regulation (FAR) Subpart 12.6, as supplemented with the
additional information contained in this Notice. This constitutes the
only solicitation. Proposals are being requested and a written
solicitation will not be issued. Responses to this solicitation should
reference RFQ 500-58-97. The solicitation incorporates those clauses
and provisions in effect through Federal Acquisition Circular 97-01.
The Standard Industrial Classification Code for this procurement is SIC
#3561 Pumps and Pumping Equipment, Small Business Size Standard of 500
employees or less. This is an UNRESTRICTED acquisition.
DESCRIPTION/SPECIFICATIONS OR ITEMS TO BE ACQUIRED: ITEM #1: One (1)
Each -- PACO Model 29-8015-3 or Equal Pump to be installed in existing
Chilled Water System. Service Primary: 2400 GPM, TDH 55; Fluid Water
Temperature 44; Efficiency89: RPM 1150;460 Volts; 3-Phase, 50 HP;
Impeller diameter 12.75 inches; Tag P-13. Provide two (2) dual sphere
neoprene pump connectors with control rods and provide one (1) suction
diffuser. ITEM #2: One (1) Each -- PACO Model 29-1012-9 or Equal Pump
to be installed in existing Condensing Water System. Service Cond.
4400 GPM; TDH 120; Fluid Water Temperature 95; Efficiency 88; RPM 1750;
460 Volts; 3-Phase, 200 HP; Impeller diameter 12 inches; Tag P-15.
Provide two (2) dual sphere neoprene pump connectors with control rods
and one (1) suction diffuser with one (1) triple duty valve. SALIENT
CHARACTERISTIC FEATURES FOR PACO PUMPS: Pumps shall have stainless
steel shaft sleeves. Pumps shall have drip pans. Rotation shall be
clockwise on both pumps. Pumps must have double wear rings. Impeller
shall be enclosed type, double suction design, hydraulically and
dynamically balanced. GENERAL REQUIREMENTS: It is the responsibility of
each offeror to inspect the site to determine existing conditions of
the Chiller Plant Unit. The pumps specified herein were part of
original design for the Chilled Water System and Condensing Water
System currently in use. Offerors quoting on pumps other than the Brand
Name referenced herein shall submit technical data to insure that
materials are compatible with existing system. Offeror shall realign
the pumps and motors in accordance with the standards of Hydraulic
Institute after grouting of base and piping. Offeror shall ensure that
pumps meet design flow, head and efficiencies as detailed herein.
Motors shall be sized to operate continuously without exceeding the
horsepower rating, regardless of flow and head throughout the entire
range of operation. The impeller is to be securely mounted on the pump
shaft and attached with a stainless steel impeller key. The impeller
key shall be locked in position by threaded sleeves. The pump shaft
shall be adequately supported by the pump bearing to limit deflection
to .002 inches. Bearing shall be ball-type, grease lubricated and
locked to the shaft with positive locks of apmple size to withstand any
axial thrust loads. Each bearng shall be bolted to the upper and lower
casing halves for full 360 Degrees support registered to fit in order
to ensure positive alignment The pump manufacturer shall recommend the
proper mechanical seal based on pressure, temperature, and liquid as
specified in Items 1 and 2 above. Bronze shaft sleeves shall be firmly
attached to the pump shaft through threading and locking means. Shaft
design shall prevent corrosion and ware to the shaft. Pumps shall be
mounted on steel bases and directly mounted through a heavy duty type
flexible coupling to a horizontal motor. Base shall be provided with a
drip rim. Offeror shall provide an OSHA-approved coupling guard which
shall be mounted between the pump and motor; and shall be attached
firmly to the base.Offerors are adivised that the solicitation
incorporates the following FAR clauses and provisions: FAR Clause
52.212-3 Offerors Representations and Certifications; FAR 52.212-4
Contract Erms and Conditions -- Commercial Items; FAR Clause 52.212-5
Contract Terms and Conditions to Implement Statutes or Executive
Orders; and FAR Clause 52.212-2 Evaluation -- Commecial Items with the
following supplemental information: The following factors will be used
to evaluate offeros: (1) Price, (2) Past Performance. The Price Factor
is more important than Past Performance. Offers are due by 4:00 PM,
September 29, 1997. Offers may be submitted on letterhead stationery,
mailed or telefaxed to: Contracting Officer (90C), Stratton VA Medical
Center, 113 Holland Avenue, Albany, NY 12208, Telefax No. (518)
462-0051. At a minimum, offers must contained the following: (1) RFQ
Number (500-58-97); (2) Name address, and telephone number of the
Offeror; (3) A detailed description of the items being offered in
sufficient detail to determine compliance with the solicitation's
requirements; (4) A price breakdown of each line item, including unit
prices and extended totals; (5) Identification of any
discounts;(6)Payment terms, including "Remit to" address and prompt
payment discounts; (7) A completed copy of of the representations and
certifications at FAR Clause 52.212-3; (8) Past Performance information
which includes recent contracts of the type and magnitude required by
this solicitation, points of contact with telephone numbers, and other
relevant information to determine the degree of past performance. If
the offer is not submitted on Standard Form 1449, submit a statement
which specifies that offeror has accepted the terms of conditions and
