This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6 and 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number for this request for quotation is 50775040. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This solicitation is issued under a 100 percent small business set aside. The Standard Industrial Code is 3559 and applies to businesses with less that 500 employees. The U.S. Nuclear Regulatory Commission (NRC) has a requirement for a Low Background Gas Flow Proportional Counter. Specifications: 1) 2.25 inch detector with an 80 microgram per square centimeter window. 2) Backgrounds: -alpha: <0.1cpm; -beta:<0.9cpm. 3) Efficiency: -alpha:>40% (point source); -beta: >45% (point source) (Sr-90); >30% (point source) (C-14). 4) Plateau: -alpha: <1.5% per 100 volts; -beta: <2.5% per 100 volts. 5) Sample changer capacity of at least 50 samples. 6) Automatic (non-manual) gas conservation system in order to reduce the frequency of counting gas changes. 7) Computer control to provide the following: automatic plateau generation, automatic efficiency calibrations, quality control functions including control charts (mean/std. dev.) and chi square determinations, selectable counting modes: alpha only, alpha&beta, alpha then beta, counting data shall be in a format that will be compatable with other lab/agency systems: word perfect, excel, etc. 8) because of counting room space considerations, the system shall be mounted on portable cart.
