Center Division, Newport, Rhode Island, anticipates making a single
award of a five-year Indefinite Delivery/Indefinite Quantity with Cost
Plus Fixed Fee provisions type contract. This is for research and
development services to support the Naval Submarine Medical Research
Laboratory, Groton, Connecticut, in the investigations of the medical,
psychological, and operational performance issues associated with
Naval personnel. The research activities will include psychology,
physiology, chemistry, biology, biochemistry, computer sciences, and
engineering capabilities associated with instrumental diagnostics. The
total level of effort is 163,500 manhours broken down as follows: Key
personnel categories -- Program Manager 1,500; Senior Scientist, Level
III 16,200; Scientist 43,200; Senior Technician, Level II 37,800.
Non-key (SCA applicable) personnel categories -- Technician, Level I
27,000; Data Analyst, Level I 8,100; Computer Scientist, Level II
13,500; Secretary/Office Manager, Level II 5,400; Computer Technician
5,400; and Medical Editor 5,400. Wage Determinations will be included
for New London, CT. The highest security level for the services will be
SECRET. Award will be made to the contractor considered as the best
value to the Government. The following factors will be used: Technical
Approach, Personnel, Management Approach, and Past Performance. A
pre-proposal conference/site visit is anticipated. Oral presentation of
proposals is anticipated. The incumbent is Geo-Centers. All responsible
