COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 23,1997 PSA#1936Contract Management Branch, National Institute of Neurological
Disorders and Stroke, NIH, Federal Building, Room 901, 7550 Wisconsin
Avenue, MSC 9190, Bethesda, Maryland 20892-9190 A -- TRANSGENIC RAT FOR STROKE RESEARCH DUE 110397 POC Raina
Cervantes, Contracting Officer, 301-496-1813 E-MAIL: Laurie Leonard,
ll44s@nih.gov. The NINDS intends to negotiate a sole source contract
with Stanford University to continue development of a transgenic rat
model for stroke research. The research objective includes design and
construction of a transgenic rat that either lacks or overexpresses a
specific gene that may be involved in the cellular injury or repair of
brain cells within the central nervous system (CNS) following cerebral
ischemia. The Principal Investigator at Stanford University (formerly
at the University of California, San Francisco) has been successful in
developing a founder rat colony that expresses the SOD-1 transgene.
The original contract was awarded to UCSF in September 1995 based on
the Principal Investigator's innovative approach submitted in response
to a Broad Agency Announcement (BAA). Work under the UCSF contract
will be terminated, and a new contract initiated with Stanford
University to allow the Principal Investigator to complete the project
requirements originally awarded. The next critical step in
thedevelopment of the transgenic rat model will be empirical testing
under experimental conditions. As a result of the Principal
Investigator's move, Stanford University has become the only known
source that can continue this important work at this point without
delaying this research and duplicating costs to the Government.
