DESCRIPTION OF AGENCY NEED I. Background The Carderock Division, Naval
Surface Warfare Center (CDNSWC), Philadelphia currently has
requirements for 12 months of cellular service for Government owned
cellular phones. The types of cellular phones requiring access are
mobile, hand held, and portable cellular phones. Specifically, this
contract will provide cellular access to Motorola DPC550, DPC650,
Motorola Ultralite, Motorola Elite, Motorola Attache, STARTAC, and SONY
telephones. A firm fixed price, indefinite quantity contract will be
awarded. Delivery orders will be issued against the contract which will
initiate performance of the above firm fixed price services. Each
delivery order will specify the service to be performed, the quantity,
the price and the period of performance. The ordering and performance
periods of the contract will extend for twelve (12) months from the
effective date of the contract. Service is anticipated to begin on 01
October 1997. II Service Requirements 1. The contractor will maintain
a sufficient number of channels and trunks to provide a high quality
service seven days a week, twenty-four hours a day. 2. The cellular
service will allow one +800 dialing and authorization card calling at
no additional cost to the Government. 3. The time to connect a new
telephone to this service will not be more than one business day from
the date of notification, and will include programming of the CDNSWC
telephone unit, if necessary, at no additional cost to the Government.
4. The time required to connect or disconnect a feature service will
not exceed one business day from the date of order, and will be at no
additional cost to the Government. 5. The time required to disconnect
a telephone from this service will not be more than one business day
from the date of notification, and will be at no additional cost to the
Government. 6. The Contractor will be capable of providing monthly
billing via electronic media at no additional cost to the Government.
Billing requirements are as follows: a. Each invoice submitted must
reference the Delivery Order number under which payment is being
requested. Line items ordered by modification of a Delivery Order must
reference the modification number and its effective date. b. Invoices
shall be submitted monthly. Each invoice shall include charges for all
services provided under this contract during the calendar month billed.
c. The bill shall be submitted no later than ten business days after
the last day of the month. d. The bill shall be itemized for each
telephone number and provide a summary of each charge type, as follows:
1. Outgoing and incoming call itemization, including long distance
calls 2. Local Call Peak rate charges in minutes and dollars charged 3.
Local Call Nonpeak rate charges in minutes and dollars charged 4. Local
landline charges 5. Roamer call itemization 6. Roamer call peak rate
charges in minutes and dollars charged 7. Roamer call nonpeak rate
charges in minutes and dollars charged 8. Roamer landline charges 9.
Special feature charges 7. The contractor will identify emergency
response procedures for Network problems and any other situation
classified as an emergency by the vendor. Updates to these emergency
procedures, during the term of the contract, must be provided to CDNSWC
as they are issued and prior to there implementation. 8. Any necessary
training for CDNSWC personnel will be provided by the Contractor on an
"as required" basis, at no additional cost to the Government. 9. The
Contractor will notify CDNSWC with a minimum of a one-week notice of
any network modifications or upgrades that might alter the Contractor's
coverage. 10. The Contractor will notify CDNSWC at least 48 hours in
advance of any planned outage. 11. The Contractor will notify CDNSWC at
least 30 calendar days in advance of any tariff change that will affect
the cost of the services provided under this contract. The ONLY tariff
changes that will be acceptable to the Government are those beyond the
control of the Contractor. 12. Should the CDNSWC cellular telephones
require a number change as a consequence of award, the change will be
accomplished at no additional cost to the Government. The number(s)
change will also be completed within 30 calendar days of contract award
at the Government s facilities during normal business hours (8:00 am to
4:00 pm Eastern Standard Time) and on a normal business day (Monday-
Friday inclusive) III Performance Requirements 1. Availability: The
Contractor will provide sufficient system capacity to ensure blocking
of less than 2 percent (2%) of calls on access from any CDNCWC cellular
telephone during normal business hours (7:00 AM -- 5:00 PM,
Monday-Friday, Eastern Standard Time or daylight savings time if
applicable.) This percentage includes incoming and outgoing calls and
included both local and long distance calls. Note: This time period is
defined as the Peak calling Period. 2. Long Distance Dialing: The
Contractor will provide long distance dialing capability. If Autovon is
not available, the long distance carrier will be specified by the
CDNSWC COR in writing to the Contractor within one week of the contract
award. 3. Features: The following features will be available as options
(a) call forwarding, (b) conference calling, (c) call waiting, and (d)
digital dialing. The Government will determine which cellular
instruments receive these features. The Contractor will identify the
method used to install and activate these features (i.e. on the
hardware or remotely) and will complete any required feature connection
or disconnection within one business day of receipt of the request. 4.
Coverage: Local coverage will include all areas within a fifty (50)
mile radius of CDNSWC. Nationwide coverage will include the continental
United States. IV Solicitation Provisions 1. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation, proposals are being requested and a written
solicitation will not be issued. 2. This solicitation is issued as an
RFQ. The solicitation number is N65540-97-Q-0030. 3. The solicitation
document and the incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 90-46. 4. This solicitation
is issued on an unrestricted basis. 5. The provisions of FAR clauses
52.212-1, 52.212-2, 52.212-3. 52.212-4 and 52.212-5 are applicable to
this acquisition. Offerors must include a completed copy of the
provision at 52.212-3, "Offeror Representations and
Certifications-Commercial Items", with their offer. 6. The provisions
of FAR clause 52.212-5, "Contract Terms and Conditions Required To
Implement Statutes or Executive Orders- Commercial Items" applies to
this acquisition. The following clauses are applicable:52.203-6,
52.203-10, 52.219-8, 52.222-26, 52.222-35, 52.222-36, 52.222-37. 7. The
provisions of FAR clauses 52.203-8, 52.204-6, 52.244-6, 52.232-31,
52.216-18, 52.216-19, 52.216-21, 52.232-18, 52.232-32 apply to this
acquisition. 8. The provisions of DFARS clause 252.204-7001 apply to
this acquisition. 9. The provisions of the following agency specific
clauses apply to this acquisition: Written Orders (Indefinite Delivery
Contracts), Standard Commercial Warranty, Single Award For All Items.
Copies of these clauses will be provided upon request. 10. Offers may
