Science Foundation intends to issue on or about October 30, 1997,
Request for Proposals No. RFP ENG 97-045 for technical assistance to
the Directorate of Engineering for monitoring and evaluating its
programs and studying its modes of support. Activites include but are
not limited to collecting historical and current data and information
using Web and more traditional approaches; bibliometrics and patent
analysis; developing Web-based data systems; assembling panels of
academic and industrial researchers and program stakeholders to
evaluate program results; sophisticated analysis of quantative and
qualitative data and information from contracted data collections and
existing sources; and technical writing of reports to NSF and summary
documents for the general public. Task Orders may include, but are not
limited to: (1) evaluating the medium- and long-term results of
disciplinary and interdisciplinary engineering research programs; (2)
monitoring and documenting progress and related aspects of performance
of industry-university centers programs and engineering education
programs; and (3) studies of programmatic or policy outcomes and
impacts of importance to the Directorate for Engineering and the
engineering community. The hypothetical tasks used in the RFP for
proposal and evaluation purposes will be (1) evaluation of tribology
program, (2) evaluation of CRCD, and (3) evaluation of SBIR. These are
examples of categories of potential Task Orders, however, there is not
necessarily a one-to-one correspondence between the descriptions of the
three types of work and the hypothetical tasks. All responsible sources
may submit proposals which shall be considered by the NSF. Only written
