Specialist, kdiercks@spacecom.af.mil. HQ NORAD/USSPACECOMMAND is in the
process of determining the availability of qualified sources to perform
non-personal services for end-to-end systems engineering support to the
NORAD/USSPACECOM systems and mission. The support required shall assure
that operational requirements are satisfied through technically
feasible, integrated, system evolution, cost effective system
improvements, acquisition, and integration. An objective approach to
the architecture, design, acquisition, test, modification, and upgrade
of elements, communications links, display system, etc., is required
to meet the demands of supporting the NORAD/USSPACECOM systems.
Respondents must identify expertise in planning, analyzing,
engineering, designing, and testing efforts in order to define,
document, and evolve the NORAD/USSPACECOM systems. Proposed performance
period is a basic contract with four (4) one-year options. If two (2)
or more qualified small businesses respond, this acquisition may be a
100% small business set-aside. The anticipated Standard Industrial
Classification (SIC) code for this acquisition is 8711 with a small
business classification ceiling of $20M. The government contemplates 2
multiple award cost-reimbursement type contracts for this requirement.
In response to this notice, offerors shall submit capability statements
consisting of the following: (a) Technical: Capabilities as they relate
to the draft Statement of Objective (SOO); (b)Management: Experience
for the prime contractor to include a technical past performance
self-assessment. Please list similar DoD, Air Force or Government
requirements within the last 3 -- 5 years, noting contract number and
requiring activity. In addition, please provide business size status;
(c) Other Considerations: The government anticipates and encourages the
establishment of joint ventures, teaming arrangements and
subcontracting. Capabilities packages are not to exceed 25 pages; over
25 pages will not be considered. Technical information is of primary
concern, due to page limitation, advertising or marketing information
is NOT appropriate. This synopsis calls for technical capabilities and
the ability to provide expertise in areas mentioned in the Statement
of Objective (SOO). Send original packages with 3 copies to 21
CONS/LGCXC, 135 E. Ent Ave., Bldg. 365, Peterson AFB, CO 80914-1385 by
close of business 10 October 1997. Failure of sufficiently qualified
small businesses to submit a response will be grounds to solicit this
requirement on a full and open competitive basis. While major changes
in the SOO are not anticipated, minor ones may occur at the time the
RFP is released. All interested parties should contact the Contracting
