Correction: This action was originally publicized in the CBD on
07/17/97 and this is to amplify content of specifications and to
clarify that we look forward to receive your proposal and descriptive
literature on Friday September 26th, at 3:00 pm Honduran time, on a
sealed envelope or packages. All other information publicized in the
original solicitation announcements remains unchanged. Please delete
specification for items No. 13, 15, 23, 24 and 46 and insert in lieu
thereof the following: "Item 13. 40 each, Adult Manual Resuscitator,
complete with lear PVC adult and child mask soft cuff and 22 mm
fottings, with carrying pouch, with reservoir and vave". "Item 15. 95
each, Baby scale, must be in kilograms and pounds." "Item 23. 1087
each, Clinical Oral Thermometers". "Item 24. 761 each, Clinical Rectal
Thermometers" Delete the first paragraph for Source and Origin Code
and insert in lieu thereof the following: "Source Origin Codes: The
authorized source and origin governing this solicitation is U.S.A.I.D.
Geographic Code 000 United States and for componentry only the
authorized Geographic Code is 935 Special Free World-Any area or
country in the Free World including the cooperating country itself. See
attachment for Geographic codes and AIDAR Section I, clause 752.7004
entitled Source and Nationality Requirements. Componentry: USAID
componentry rules for commodities produced in eligible source countries
are as follows: A. If the commodity contains no component, it meets
USAID's componentry requirements. B. If the commodity contains
components imported from countries included in Geographic Code
935/941/000 which are not included in the authorized geographic code
for the procurement, the components are limited according to the
following rules: (1) They are limited only if they are acquired by the
producer in the form in which they were imported. (2) The total cost
of such components to the producer of the commodity (delivered at the
point of production of the commodity) may not exceed 50 percent of the
lowest price (excluding the cost of ocean transportation and marine
insurance) at which the supplier makes the commodity available for
export sale (whether or not financed by USAID). (3) USAID may prescribe
percentages other than 50 percentage for specific commodities. The
percentage of allowable foreign componentry may be decreased for a
specific procurement by the USAID or AID/W at the request of the
cooperating country. Other changes in the percentage of allowable
foreign componentry may be authorized by the Director of the Office of
Procurement in certain circumstances or may be authorized as
source/origin waivers. (4) Components from the cooperating country may
be used in unlimited amounts whenever any geographic code other than
Code 000 is authorized." This IFB has been modified three times now,
enough time has been given to all offerors to submit their questions or
concerns about this procurement. Therefore, no further questions will
