This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, the test program in FAR Subpart 13.6, and FAR Part 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued!! 17(ii). Solicitation Number 7TF-97-0049 Request for Proposal!! 17(iii). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46!! 17(iv). This is a full and open procurement under SIC 3669, Communications Equipment, N.E.C.!! 17(v). There are several contract requirements, which are not optional: REQUIREMENTS LISTED!! 17(vi). Description: The purpose of this Request for Proposal is to acquire the following equipment and services: The following maintenance and support services are required: (i) Scope. This Statement of Work (SOW) is in support of the Landstuhl Regional Medical Center, Germany. The specific tasking to be accomplished under this SOW is to provide and install an integrated multimedia presentation system into the principal conference room used by the Landstuhl Regional Medical Center and Europe Regional Medical Commanders. The project consists of the design of a technical solution, procurement of necessary equipment and supplies, integration of that equipment along with a government furnished VTC system and installation of same into Room 111, Bldg. 3792, on Landstuhl Regional Medical Center's compound which is located adjacent to Landstuhl, Germany. The desired date of "operational status" is October 30, 1997. (ii) Location of Work to Be Performed. Landstuhl Regional Medical Center, Landstuhl, Germany, Technical POC LTC Sumarge, Telephone 011-49-6371-868312 (iii) Description of the Conference Room (as it now exists). The room is rectangular and about 6.6 meters wide and 12 meters long. The front of the room has a wall with space reserved for a projection screen. The ceiling is 8 foot high, drop-type with accoustic tiles. Lighting is fluorescent with glare reducing reflectors/diffusers. There is a typical longish, rectangular/oval table in the room. Behind the front wall of the room is a storage/utility room (hereafter called the "support room") that is the same width as the conference room and about 2 meters deep. In that room and butting against the wall separating it from the conference room is a 7 foot high standard 19" electronics rack powered with 220V, 50 Hz. There is a distribution panel located adjacent to the rack that is the termination point for the conduits described next. There are two each 1" flexible conduits running from the electronics rack to underneath both ends of the conference table, above the ceiling terminating about 12 feet from the front wall, and to a point about 4 feet by 4 feet out from the left front corner of the conference room (this is the approximate desired location of the podium/instructor's station that is described below). These conduits are empty. Additionally, there is one conduit running to each corner of the room and currently wired with speaker wire intended for wall mounted speakers. There are 220V/50Hz power outlets located at each end of the conduit termination points expect for those with the speaker wire. (iv) Overview of Requirements. The functionality best describes the requirements. It is desired that there be a projection capability that is either ceiling or rear mounted. The output of the project should be of sufficient brightness to be usable in normal ambient room light and be able to display at least SVGA resolution. The projector is to display the output from a variety of devices (described below) with the selection of source being done from a control that can be used from the podium/instructor's console. The intent is to have a personal computer that is part of the system be a source of input to the projector, as well as two auxillary jacks that notebook computers can be connected to for display of their output (15 pin SVGA), with one each of these on the podium and under the front of the conference table. There is also to be a sound system that is sufficient to provide support for the VTC and VCR. There also needs to be the capability to have any video output sent to the VTC's input port (see below). (IV) Description of the Equipment. The capabilities that will be part of the system are listed below. Note that any required switching, converting, or other similar capabilities are not listed below. Also, the VTC system shall be Government-furnished equipment, and is explained below. (1) PictureTel Concorde, Model 4500, or CLI Radiance II VTC. This will be GFE and both are currently on-hand in a rollabout configuration. The intent is to convert one or the other system to its rack mounded configuration where all the components except for the camera, speakers, and microphone(s) will be in the support room. Converting one of the systems to the necessary configuration, including all work required to install the microphones, camera, and remote (if the CLI is used -- the PictureTel has a wireless remote) is specifically included in this project. (2) Personal computer, Pentium II-class with necessary configuration to support extensive multimedia capabilities. The system will be connected to the organization's LAN. It is expected that this will be the principal device used for electronic presentations. (3) Document camera. It is desired that this device be able to be used from either the conference table and from the podium or a point immediately adjacent to the podium. (4) VCR with S-VHS capability (does not need to be multi-system). This will be a rarely used capability, so it is not essential that it be a permanent part of the system. It could be that it is kept in the support room and connected when needed if switching capacity is a problem (i.e., it costs lots more to buy a slightly larger switching capability. (4) Digital slide converter. This is also a rarely used capability, so it is not essential that it be a permanent part of the system. It could be that it is kept in the support room and connected when needed if switching capacity is a problem. We are not even sure that this is required at all because we have moved to mostly electronic presentations. This may be deleted. (5) Wireless mouse. We need a mouse/pointing capability at the podium, but also need the capability for a person roaming around the room or sitting at the conference table to control those things that can typically be done with a mouse. (v) Description of Podium/Instructor's Station. The podium/instructor's console will be located in the left front of the room. It needs to have a rudimentary display that shows what is going to the projector. The siwtching of sources must be able to be accomplished from this location, though having that capability elswhere in the room would be desired. The podium shall have an input for notebook computer video/audio outputs. This will only be used occasionally, so there does not have to be separate space for both a notebook and hardcopy notes. As noted earlier, engineering needs to be done to allow the document camera to proximate to the podium so that a person at the podium can easily change documents on it. The footprint of this is important as there is not much room -- we suggest that 2 foot by 4 foot would be the largest size that can be placed. Appearance is important. (vi) Desctiption of Audio System. An audio system is required to support the VCR and VTC capabilities. The room is very small, so the principal issues are a reasonable sound quality, feedback from the VTC (in the past we have not had a problem using organic sound caps of the system), and reliability. (vii) General. Please think simple, easy to operate and maintain. We are a long way from probable 2 echelon support for all this and need to assure that all components have low failure rates. We may need to consider spares for end items that are single points of failure and are known to occasionally fail (i.e., the projector).Voltage requirements are 220/50. A UPS capability for the components would certainly be a good idea if that can be engineered into the solution. 17(viii). Date of delivery is no later than November 28, 1997. Period of performance is October 15, 1997 through November 28, 1997. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous, representing the best value to the Government price and other factors considered. The following factors shall be used to evaluate offers: Evaluation will be based on (1) Technical (a) Technical capability of the item offered to meet the Governmentrequirement (b) Past Performance (see below) and (c) Delivery Terms -- ability to meet required delivery schedule and (2) Price. Factors are listed in their relative order of importance. Past performance will be evaluated as follows: Evaluation of past performance shall be based on information provided by the offeror (see below) and any other information the Government may obtain by following up on the information provided by the offeror and/or through other sources (i.e., offeror's performance on previously awarded FAST delivery orders/contracts and/or contracts with other Government entities). The offeror must identify two Federal, state, or local government and private contracts or delivery/task orders for which the offeror has performed work similar to the statement of work in this solicitation. References should include the most recent contracts completed within the last two years. The offeror shall provide a point of contact, current telephone number and fax number for each contract. This list is due by the date established for receipt of proposals. 17(x). Offeror's are reminded to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.!! 17(xi).
