ICS numbers may be provided in addition, where applicable): Telecommunications infrastructure for providing public, mobile telecommunications services to third parties by means of GSM, ERMES or DCS 1800. 5. Description of content: The telecommunications infrastructure of licence holders for GSM, ERMES or DCS 1800 shall meet requirements in terms of, inter alia, capacity, quality, wire-tapping, and connection to permitted terminal equipment. 7. Objective and rationale: The systems involved are pan-European (GSM, ERMES and DCS 1800) and have a compulsory frequency reservation pursuant to European directives. These types of public, mobile telecommunication are of major economic importance. With this in mind, conditions are prescribed to guarantee a certain minimum quality for the telecommunications infrastructure, thus ensuring that the telecommunications traffic can continue via the network without any interruptions. 8.
