DECREE, AS IT WILL READ AFTER THE COMING INTO FORCE OF THE DRAFT DECREE
AMENDING THE MOBILE TELECOMMUNICATIONS PERMITS DECREE REGARDING THE
INTRODUCTION OF THE SYSTEM FOR PUBLIC, DIGITAL, CELLULAR, MOBILE
TELECOMMUNICATIONS OVER LAND (D The following notification is being
circulated in accordance with Article 10.6. G/TBT/Notif.97.424. 1.
Member to Agreement notifying: NETHERLANDS. If applicable, name of

responsible: Ministry of Transport and Public Works. Agency or
authority designated to handle comments regarding the notification can
be indicated if different from above: National Enquiry Point. 3.

applicable, otherwise national tariff heading. ICS numbers may be
provided in addition, where applicable): Telecommunications
infrastructure for providing public, mobile telecommunications services
to third parties by means of GSM, ERMES or DCS 1800. 5. Title, number
of pages and language(s) of the notified document: Article 13 of the
Mobile Telecommunications Permits Decree, as it will Read After the
Coming into Force of the Draft Decree Amending the Mobile
Telecommunications Permits Decree Regarding the Introduction of the
System for Public, Digital, Cellular, Mobile Telecommunications Over
Land (DCS 1800). 6. Description of content: The telecommunications
infrastructure of licence holders for GSM, ERMES or DCS 1800 shall meet
requirements in terms of, inter alia, capacity, quality, wire-tapping,
and connection to permitted terminal equipment. 7. Objective and
rationale: The systems involved are pan-European (GSM, ERMES and DCS
1800) and have a compulsory frequency reservation pursuant to European
directives. These types of public, mobile telecommunication are of
major economic importance. With this in mind, conditions are prescribed
to guarantee a certain minimum quality for the telecommunications
infrastructure, thus ensuring that the telecommunications traffic can
continue via the network without any interruptions. 8. Relevant

(bulletins of Acts and Decrees 1996, 95, most recently amended by the
Act of 3 April 1996, Bulletin of Acts and Decrees 366). 9. Proposed
