issue a full and open competition solicitation under the Tertiary
Education Linkages (TELP) Project, to solicit offers from Geographic
Code 935 offerors for awarding a five-year Firm Fixed-Price,
Performance Based Contract. Estimated amount of funding available:
Between $24 and $26 million. The estimated date of issuance is October
20, 1997. The purpose of this contract is to assist 15 South African
Historically Disadvantaged Institutions of Higher Education to increase
their institutional capacity, and to assist the Government of South
Africa to implement its national higher education policy. This purpose
will be attained through the achievement of results in the following
areas: 1) Curriculum and Program Development, 2) Student Academic
Development, 3) Management and Administrative Systems Development, 4)
Linkage Grants and 5) Policy Implementation and Systems Development.
USAID encourages the participation to the maximum extent possible of
Small Business, Small Disadvantaged Business, and Women-owned concerns
in this activity as prime or subcontractors in accordance with Part 19
of the FAR. In this respect, it is anticipated that the prime
contractor(s) will make every reasonable effort to identify and make
maximum practicable use of such concerns. To help identify potential
subcontractors, a list of all organizations requesting a copy of the
solicitation will be included with each solicitation issued. By
providing the list, USAID does not endorse the listed organizations as
being capable of carrying out the activity, nor does AID verify the
claimed status of the organizations. Necessarily, the list will contain
the names of only those organizations known prior to the issuance of
the solicitation. The preferred method of distribution of USAID
procurement information is via the Internet or by request of a
solicitation on a3.5" floppy disk (Word Perfect 5.1/5.2 format).This
