Comptroller of the Currency (OCC) is a bureau of the Department of
Treasury headquartered in Washington, DC with district offices and duty
stations located throughout the United States. The OCC employs
approximately 3,000 employees and is responsible for promoting and
assuring the safety and soundness of the country's national banking
system and maintaining its competitiveness, efficiency, integrity, and
stability in the financial marketplace. The OCC has a requirement for
the services of an experienced, licensed real estate attorney or a
licensed attorney with significant real estate experience (the
"Contractor"). The Contractor must have a principal office located in
the Washington, D.C. Metropolitan area. The Contractor shall provide
the OCC with legal representation and office leasing legal advisory
services, which may include, but are not limited to the following: 1)
Consultation services and research capabilities in the areas of; (i)
real estate, (ii) architectural and engineering design,(iii) speciality
consultants (i.e., lighting, acoustical, security, food service,
janitorial, parking, signage, etc.), (iv) construction (both general
and sub-contracting), (v) furniture, fixtures and equipment, (vi)
utilities, (vii) interior/exterior planting and landscaping and (viii)
accessibility standards as set forth by the 1990 Americans with
Disabilities Act (ADA), 2) Leasing advice both written and oral in
connection with lease negotiations; implementation of leases and
subleases with landlords and subleases between the OCC and its
sub-tenants; renegotiation of existing leases; and lease renewals.
Also, written and oral advice with respect to government leasing
policies, procedures and regulations, along with the General Services
Administration (GSA) and the Federal Administration Regulations (FAR)
leasing procedures and regulations, 3) Contracting advice both written
and oral which will include drafting, reviewing, and modifying
contracts for lease related services, which may include, but are not
limited to: (i) architectural, engineering and specialty design
consultants, (ii) general contractors and sub-contractors, (iii)
property management, (iv) janitorial service, (v) food service, (vi)
security and (vii) interior/exterior planting and landscaping, 4)
Dispute advisement and representation in matters of disputes with
landlords, consultants, contractors, lease related vendors and
miscellaneous warranties (whether direct or implied) for materials and
equipment. This Request for Proposal (RFP) is issued using Full and
Open Competition rules. This is a small business set-aside. SIC Code
8111, Legal Services applies. Size Standard $5,000,000. Solicitation
