This is to amend the sources sought notice published on August 29, 1997 and the notice sent on September 22, 1997. The Aberdeen Area Indian Health Service (AAIHS) is seeking a certified Buy-Indian source to provide a performance measurement system that will meet the ORYX requirements specified by the Joint Commission on Accreditation of Healthcare Organizations (JCAHO). The purpose, if a solicitation is issued, is to provide the performance measurement system to eight (8) small and rural Indian Health Service hospitals in the Abedeen Area. The performance measurement system must have the ability to measure clinical performance and must be able to perform statistical analysis on this information to show the mean, median, rate/ratio, and standard deviation/variance. Indicators must be applicable to both hospitals and ambulatory health care facilities. If solicitation is subsequently awarded, the anticipated duration of the contract will be for one base year plus the option to re-new for four one-year terms. The project may be expanded during the first option year to include five ambulatory care facilities in the Aberdeen Area. An award decision will be based upon the best value to the Government with a certified Buy-Indian firm that is an approved JCAHO vendor. The firm must have a record of successful performance working with small and rural Indian Health Service facilities and specific experience with the Resource and Patient Management System (RPMS), the healthcare database used by the Indian Health Service.
