synopsis/solicitation for commercial services prepared in accordance
with the format in Subparts 12.6 and 13.6 of the FAR, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; offers are being requested and a
written solicitation will not be issued. Solicitation number is
DAKF11-97-T-0314 and is issued as a Request for Quotation (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-46. This acquisition
is 100% Set-Aside for Small Business. Standard Industrial
Classification Code (SIC) is 7381 and Small Business Size Standard is
$9,000,000.00. The Contract Line Item Numbers (CLINS) are 0001 Base
Year 1 Dec 97-30 Sep 98, Unarmed Security Guard Services 10 Mo; 0002
Option Year One 1 Oct 98-30 Sep 99, Unarmed Security Guard Services 12

02, Unarmed Security Guard Services 12 Mo. The provision at FAR
52.212-1, Instructions to Offerors-Commercial Items, with addenda:
paragraph (c) from 30 calendar days, to 60 calendar days, applies to
this acquisition. FAR provision 52.212-2, Evaluation-Commercial Items,
applies to this RFQ with the following addenda: paragraph (a) is
filled in with (1) Past Performance; and (2) Price; with Past
Performance significantly more important than Price. This will be a
best value award and evaluations will be based on Past Performance and
Pricing. Offerors shall submit a list of the contracts and
subcontracts completed during the past 3 years and all contracts and
subcontracts currently in progress. They may include federal, state and
local governments and commercial customers. Include the name, contract
number, contract type, total contract value, contract work, point of
contact and telephone number. Submit a price proposal which shall
include the unit price and total amount for each CLIN listed above in
addition to supporting data which clearly identifies and support all
elements of cost. Offerors shall include a completed copy of the
provisions at FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items and DFARS 252.212-7000, Offeror
Representations and Certifications- Commercial Items, with quotes. The
clause at FAR 52.212.-4 Contract Terms and Conditions-Commercial
Items, with addenda: paragraphs (h),(j),(n),(o) and (p) of this
provision do not apply. The clause at FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition, including
52.203-6, 52.203-10, 52.219-8, 52.219-14, 52.222-26, 52.222-35,
52.222-36, 52.222- 37, 52.222-41, 52.222-42, 52.222-43. DFARS clause
252.212-7001, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders Applicable to Defense Acquisitions of
Commercial Items, including the following addenda at paragraph (b);
DFARS clauses 252.205-7000, 252.225- 7012, and 252.247-7024. The
government will exercise the option years in accordance with FAR
52.217-9, Option to Extend the Term of the Contract. This option is
unilaterally exercised by the government provided the contractor
receives written notice of intent to exercise not later than 60
calendar days prior to the date of contract expiration and actual
exercise of the option within 30 calendar days of the date of contract
expiration. Also, FAR 52.217-8, Option to Extend Services. This option
is unilaterally exercised by the government provided the contractor
receives written notice of such extension not later than 15 calendar
days prior to the date of contract expiration. The option may be
exercised more than once with a total extension of performance not to
exceed 2 months. Total duration will not exceed 60 months. FAR clause
52.232-18, Availability of Funds and the clause at FAR 52.219-6, Notice
of Total Small Business Set Aside, applies to this acquisition. A site
visit will be conducted on October 7,1997 at 10:00 am at the Barnes
Building Complex, 495 Summer Street, Boston, Massachusetts. Personnel
planning on attending the site visit should provide the name of firm
and person attending. Department of Labor Wage Determination 94-2255
Revision 6 applies. A Statement of Work will be available at time of
publication in the CBD, with detailed information on this requirement
and must be obtained and reviewed prior to submitting a quote.
Contractor must be able to fulfill all requirements of this notice.
