National Park Service (NPS), Denver Service Center, 12795 West Alameda
Parkway, P.O.Box 25287, Denver, CO 80225-0287 is seeking a single
supplier to provide all components, including technical design,
installation, and operational assistance, for a 40,000 GPD seasonal
wastewater treatment plant. at Bartlett Cove, Glacier Bay National Park
and Preserve, Alaska. The NPS plans to negotiate a
supply/fabrication/construction contract with Santec Corporation,
Castle Rock, Colorado 80104 under the authority of FAR 6.302-2 (Only
One Responsible Source and No Other Supplies or Services Will Satisfy
Agency Requirements.) See Numbered Note 22. Supplier shall furnish and
install, for a turnkey operation, a complete factory built,
underground extended aeration wastewater treatment plant at Bartlett
Cove in Glacier Bay National Park and Preserve, Alaska.. Bartlett Cove
is located approx. 60 air miles west of Juneau, Alaska . This system
shall provide secondary treatment of design flows up to 40,000 gallons
perday of domestic sewage from seasonal visitor and concessionaire
facilities, capable of meeting or exceeding a 30/30 BOD/TSS effluent
water quality discharge limit. The wastewater treatment plant shall
consist of fiberglass reinforced plastic (FRP) tanks which are built to
the specifications of ASTM D-4021-81 and UL 1316. The system shall
include an aerated flow equalization tank, aeration tanks,
clarification tank, chlorine disinfection contact tank with a chlorine
system utilizing chlorine tablets, and an aerated sludge
holding/treatment tank; all properly sized for the wastewater
characteristics and design flow. The plant shall also include all
blowers, motors, pumps, motor controls, process controls, effluent flow
meters, air piping and air lift pump assemblies, scum skimmers, valves,
sludge transfer piping, and all necessary appurtenances for a fully
functioning wastewater treatment facility. The complete system shall be
built according to State of Alaska design criteria. The wastewater
treatment plant shall be designed, fabricated, installed, and started
up by a single manufacturer/supplier, who shall have a minimum of five
years experience in the design, manufacture and operation of
wastewater treatment facilities in the flow range of 10,000 to 100,000
GPD. The contractor shall provide a one-year equipment warranty, a
three-year performance warranty, on-site operator training, and
three-years of technical operation support. Contractor will also submit
complete design calculations, shop drawings, and operation/maintenance
manuals as required for facility operations. Plant installation shall
include engineering services, excavation, barging of materials and
equipment, unloading, placement, anchoring, backfilling of tanks,
installation and startup of all plant components and equipment, sewer
inlet and outlet piping, and final site grading. The temporary housing
of all construction personnel shall be the responsibility of the
contractor. The estimated range of construction is $100,000 to
