award a fixed price order to the low bidder for 21,000 pair of hearing
protectors. The specifications are as follows: hearing protection
shall provide an ANSI certified minimum protection level of 27 decibels
when worn in all positions for which they are designed to be worn as
specified by the manufacturer. The minimum decibel level of 27 must be
maintained when prescription and safety eyewear are worn together.
Hearing protection shall be in the form of a muff and shall provide a
complete seal around the ear. Ear plug style hearing protection will
not meet the requirements. Hearing protectors shall fit securely in all
positions for which they are designed as specified by the manufacturer.
Spring tension shall be evenly distributed around the entire
circumference of the cups so that the cups do not create pressure
points against the users head. The frame shall be adjustable a minimum
of one and three quarter inches for each cup; be of flat or round
spring steel construction; be padded; be attached to the cups with a
pivot system that will distribute pressure evenly on the cups. The cups
shall be oval in shape and have an open area for the ear that measures
a minimum of two and three eighths inches vertically and one and one
half inches horizontally ( 2 3/8" x 1 1/2"); be configured to allow
shooters to maintain a cheek weld on the stock of a Service shotgun,
submachine-gun, or rifle without dislodging the ear protection during
recoil of the firearm. The gasket shall be of liquid filled foam
construction; be replaceable if damaged or worn; be constructed of
non-absorbent material; be soap and water washable. The cups of the
hearing protection shall be red, orange, white or yellow in color and
immediately visible to an observer positioned to the rear or side of
the shooter when the observer is at a distance of 40 feet from the
shooter under average outdoor lighting conditions. The articles
purchased shall be delivered within 60 days after receipt of order. All
articles shall be deliveredto a single point of delivery. Please fax
