This non-competitive action will be processed in accordance with FAR 6.301-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). This announcement constitutes the only solicitation document as a written solicitation will not be issued. This solicitation, 52-PAPT-7-00050, incorporates all required provisions and clauses in effect through Federal Acquisition Circular 90-46 as if stated in full text. The provisions of FAR 52.212-1, Instructions to Offerors, applies to this solicitation, A completed Representations and Certifications -- Commercial Items shall be submitted with the proposal, in accordance with FAR 52.212-3. Cornerstone Imaging of San Jose, California is the only known source that can provide their proprietary software, maintenance and upgrades as required. The PTO currently has a large investment in Cornerstone InputAccel software. The Cornerstone InputAccel software was used to develop the Patent Image Capturing System (PICS) which has been in production for over nine months. The Certification Division and Licensing & Review Division are using the Cornerstone software on their image capturing systems. The Trademark Image Capturing and Retrieval System (TICRS) will interface with the Certification Division to produced certified copies of the Trademark Applications using Cornerstone InputAccel software. Cornerstone InputAccell is approved in the USPTO's Technical Reference Model. A sole source proposal is being requested pursuant to this announcement and shall reference solicitation number 50-PAPT-7-00050. A proposal addressing the items stated above is due by September 26, 1997 and an award is anticipated by September 30, 1997.
