Urban Watershed Management Branch (UWMB) of the Water Supply and Water
Resources Division (WSWRD) of USEPA's National Risk Management
Research Laboratory (NRMRL) is issuing a "Request for Assistance" (RFA)
for a non-profit or not-for-profit organization to conduct verification
of fully developed and commercially available Source Water Protection
(SWP) Technologies under a Competitive Cooperative Agreement (CCA). The
Cooperative Agreement (CA) Application(s) should address the selection
criteria and guideline objectives as stated in the RFA. The SWP
Verification Program includes the establishment and execution of
verification protocols and procedures in order to provide credible and
reliable data to the public on the performance of Source Water
Protection Technologies. The SWP Pilot program is expected to result in
a 3 year cooperative agreement. Additional consideration will be given
to proposals which provide a credible plan to continue the
verification activities beyond the project period and without EPA
funding support. At a minimum the successful candidate will be selected
based upon the organizations experience; the efficiency and credibility
of the technical approach; and the dedication of the organization to
continued operation of the program as demonstrated by a significant
commitment of funds to the project (a minimum of 5% cost sharing is
recommended). This solicitation is made under the statutory authority
of the Clean Water Act, as amended; 33 U.S.C. s/s 121 et. seq.(1977)
and the Safe Drinking Water Act as amended, 43 U.S.C. s/s 300f et.
seq.(1974). Through this RFA one CA will be awarded to a non-profit or
not-for-profit organization(s) submitting the successful application.
Initially, the area of interest is on Decentralized Wastewater
Treatment and Conveyance Systems, including onsite technologies.
Contingent upon the availability of funds, NRMRL expects that funding
in the amount of approximately $3,000,000 will be awarded for this
pilot program. In response to letters of interest, NRMRL will send out
the solicitation package (RFA) on and/or after October 14, 1997, which
will describe requirements for the RFA. All criteria must be addressed
as stipulated within the RFA; applicants not following the criteria
will not be considered. All requests for the RFA must be in writing;
telephone requests will not be honored. Requests shall be directed to
