E-MAIL: Mary Stevens, Mary.V.Stevens.1@gsfc.nasa.gov. This procurement is being conducted under the NASA MidRange Pilot Test Program approved by the Office of Federal Procurement Policy. NASA's Goddard Space Flight Center intends to issue a Request for Proposal (RFP) on a sole source basis and in accordance with 10 U.S.C. 2304 (c) (1) -- Only One Responsible Source, to Science Systems and Applications, Incorporated (SSAI) for a 17 month follow-on to NAS5-32077. This 17 month follow-on will provide for the continuing development, maintenance, and operation of the Cassini Composite Infrared Spectrometer (CIRS) mission and data operations. The Contractor is responsible for maintaining the health and safety of the CIRS instrument during launch and early cruise, developing and maintaining the CIRS central data facility, developing and maintaining CIRS ground system operations during launch and early cruise, analyzing existing CIRS data from flight model system tests, analyzing and evaluating existing fast Fourier Transform PC programs, establishing the fields of view for the 21 detectors of CIRS, and developing a Radiometric Calibration Model. SSAI has been involved in the design and development of the CIRS instrument and test equipment, calibration, subassembly and system level testing of CIRS at GSFC, system level testing at the spacecraft level, data reduction, and analysis, and the design and development of the CIRS Ground Operations System for the last 5 years. This unique knowledge and these skills are needed during post launch and early cruise operations to safeguard the CIRS instrument, perform instrument checkout, and respond rapidly to the Cassini Project during critical Cassini spacecraft events.
