existing general concepts & produce final construction documents, cost
estimates, & construction period services for Project No. 534-98-801,
Renovate Mental Health Service Line (5BN) at the Ralph H. Johnson
Dept. of Veterans Affairs Medical Center, Charleston, SC. Project will
consolidate Mental Health Service Administrative & Support Services
into former patient ward areas. Disciplines involved may include, but
are not limited to: Architectural, electrical, mechanical, industrial
hygiene, and interior design. Industrial hygiene and interior design
services will be required during preparation of construction documents.
All professional services including industrial hygiene & interior
design shall be a part of the design team announced in the 254's &
255's. SIC: 8712. Specific evaluation factors, not in priority order
shall be: 1) Professional qualifications of the entire team in areas
necessary for the satisfactory performance of the required services.
The team will be given particular attention for its overall
coordination; previous experience in working together as a team; and
estimating capabilities. Individual members of the team will be
considered for their professional qualifications & experience relevant
to the project; 2) Specialized experience & technical competence by
all members of the team in health care facilities, with examples of
similar type project designs; 3) Prior experience by all members of the
team in the design of alterations, maintenance & repair projects,
development of conceptual designs, & preparation of construction
documents including, estimates & specifications; 4) Experience of team
members in the coordination of architectural finishes, particularly
within the limitations of an Interior Design Masterplan; 5) Capacity of
all members of the team to produce construction documents by May, 1998,
and a demonstrated ability to design within a given budget (Estimated
construction cost: $412,000); 6) Pastperformance of all members of the
team on contracts with Government agencies as well as private
industry, in terms of cost control, quality of work, and compliance
with performance schedules; 7) Location of principle firm within a one
hundred ten (110) mile geographical radius of Charleston, SC; 8)
Computer Assisted Drafting (ACADR13) capabiities. Graphic information
will be provided to the A/E & returned to the VA in AutoCAD Release 13
format. A/E firms are required to respond in writing if interested &
shall submit a completed SF 254 & SF 255. SF 254's are NOT kept on file
at this VAMC. Firms responding to this announcement by 3:00 PM (Local
Charleston time), October 23, 1997, will be considered. Firms selected
for interview will be requested to present their approach for this
project & demonstrate their experience. This is not a request for
proposal. Contract award is subject to the availability of funds.
