sole source, combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, the test
program outlined in FAR 13.6 as well as supplemental information
provided herein. This non-competitive action will be processed in
accordance with FAR 6.301-1 (Only one responsible source and no other
supplies or services will satisfy agency requirements). APURV
International, Inc. is a small minority business located at 14321
Climbing Rose Way #105, Centerville, VA who has the requisite and
extensive COBAL 74 experience with specific Unisys A-series extensions
and ALGOL-callable routines, as well as extensive familiarity with the
PTO's A16 environment. The services are needed immediately and are
short term to fulfill urgent requirements for system analysis, design
and programming to assist in automation efforts relating to the Patent
Cooperation Treaty (PCT) Office at the Patent and Trademark Office.
This announcement constitutes the RFP and is the only solicitation that
will be issued. Due to the urgency of the services to be provided, a
sole source proposal is being requested pursuant to this announcement
and shall reference solicitation number 52-PAPT-7-00052. This
solicitation incorporates all of the applicable provisions and clauses
in effect through FAC 90-46, as if stated in full text, as well as the
terms and conditions of FAR 52.212-1. Since this procurement is within
the threshold of a simplified acquisition, a firm fixed priced
purchase order will be utilized. The services to be provided will be
performed within a four month period of performance. The item to be
procured are as follows: Item 0001: Provide Programming and Analytical
Services for Systems Design, Analysis and Development in Support of
the PCT Project, Qty. 500 hours (Maximum), Unit Price: $__ __, Total
$__ ___. A proposal shall be delivered to the Patent and Trademark
Office, Office of Procurement, 2011 Crystal Drive, CPK 1, Suite 810,
Arlington, VA 22202, Attention: Ms. Joan Hanicak, no later than 2:00 PM
(EST) on September 26. 1997. The proposals shall also include a
completed copy of the provision at 52.212-3 "Offeror Representation and
Certifications Commercial Items". The award shall include the clauses
cited at FAR 52.212-4 "Contract Terms and Conditions -- Commercial
Items" and 52.212-5 "Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Items". The Patent
and Trademark Office is interested in obtaining information regarding
other small and small disadvantaged offerors who may be interested in
possible future short term services of the nature described herein.
