nmckenna@psc.dhhs.gov. The DHHS/DAM/ADP Acquisitions Branch, Rockville,
Maryland, has a requirement from the District of Columbia Commission on
Mental Health Services (CMHS) for Homeless Housing Services. A Request
for Proposal (RFP) will be issued seeking one or more organizations to
provide 150 supported housing units and 25 emergency housing units for
adults and elders who are mentally ill and homeless. The number of
housing units is anticipated to increase to a total of 250 units in
Option period 1. All consumer referrals for housing shall be from an
Intensive Case Management/Homeless Support Team (HST) provided by
separate contract. The initial requirement shall be for ten (10)
emergency housing units, with an anticipated increase to 25 units based
on demand. No support services shall be provided. The housing units
shall be fully furnished and located at scattered sites within the
District of Columbia. Emergency housing is defined as a single room
with board specifically provided for a homeless person who requires
immediate housing while receiving assistance and assessment for up to
21 days; Supported housing is defined as normal housing leased from
landlords and housing organizations by consumers which is not group
housing or licensed Community Residence Facilities (CRFs). The
Contractor shall have an administrative office located within the
District/Metropolitan area which shall be accessible to public
transportation. The Contractor shall be solely responsible for
providing all housing operation, maintenance and management for the
units provided. Criteria for approved housing shall consist of: (1)
permanent housing structures; (2) accessibility to public
transportation; (3) close proximity to grocery stores and community
conveniences such as Laundromats; (4) location in low-risk crime areas;
(5) mixed, i.e., not inhabited primarily by disabled populations; and,
(6) in compliance with CMHS Housing Policies. A multiple awards
contract is anticipated. The anticipated period of performance shall be
one twelve (12) month Basic period and four (4) twelve (12) month
Option periods. The RFP will be available approximately fifteen (15)
days after issuance of this notice. The closing date will be
approximately thirty (30) days after issuance of the RFP. Requests for
