20 -- SOURCES SOUGHT FOR DELAMINATION TESTING OF TYPE 3R RADAR ABSORBING MATERIAL SOL N63394-72480042 DUE 102097 POC Contract Specialist, Kenneth Kramer, (805) 982-6908 The government is seeking sources to provide Delamination Testing of Type 3R Radar Absorbing Material by performing Infra-Red Oven or Conventional Oven (or equivalent) testing and inspection of Passive Countermeasures Systems Type 3R tiles and half rounds. Approximately 40,000 Type 3R tiles will be tested. The tasking involves a visual inspection of the 3R material to screen out any anomalies prior to the heating process. The 3R material shall be heated to 160 degrees plus or minus 5 degrees and the temperature shall be maintained for a minimum of five minutes. A 100% concurrent visual inspection shall be performed on the material to identify any delamination or bubbling during the heating process. The contractor shall perform the test at the contractor's facility or at a government approved testing facility. The contractor shall have demonstrated knowledge of Passive Countermeasures System PACKAGING, HANDLING, STORAGE AND TRANSPORTATION PLAN (PHS&T, 3T1-01, May 1996) which identifies the safe and secure handling and correct packaging of Passive Countermeasures tiles. Interested contractors should respond by providing: 1. A procedure that documents the contractor's understanding of testing methods and personnel requirements needed to accomplish the testing and a listing of the types of equipment to be utilized. 2. A current quality plan for efforts of this type and which level of certification the contractor has achieved (ISO 9000, MIL-I-4520, etc.). 3. Detailed summaries of work performed under previous contracts that are related to the tasking and the certified level of work at which the work was performed.
