1625 58 -- INSTALLATION OF EQUIPMENT TO SUPPORT THE REGION/SECTOR AIR
OPERATIONS CENTER (R/SAOC) MODERNIZATION PROGRAM POC Priscilla Busa,

617-271-5984. The Government intends to award, on a sole source basis,
site preparation, system installation, system integration, and
operational support services for three (3) air operations centers
located in Rome, NY, Howard AFB, Panama, and Key West, FL or a to be
determined US location. These requirements will be added under an
existing effort awarded to Litton Data Systems Agoura Hills, CA on 14
March 1997. The Government intends to solicit and negotiate with Litton
using other than full and open competition procedures pursuant to 10
USC 2304 (c)(1) as implemented by the Federal Acquisition Regulation
6.302-1. Under the existing contract, Litton is currently planning,
designing and developing the Region/Sector Air Operations Center
(R/SAOC) Systems and operational support. Litton's design will
eventually interoperate with the Defense Information (DII) Core
Operating Environment (COE) and comply with the Global Command and
Control System standards and architectures. No Engineering Data for the
R/SAOC Systems isavailable since it has not been developed. The
Government intends to award this action as a Supplemental Agreement to
Contract No. F19628-97-C-0031 under which Litton is currently
providing the same type of systems. Not withstanding the above, if your
firm believes it could accomplish this effort in the required schedule
and budget constraints, submit a qualification package to the above
address not later than 15 days from the publication of this notice. The
Government anticipates contract award during the second quarter of
fiscal year 1998. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or Contracting Officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of responses or in the source selection process. Interested

The Ombudsman should be contacted only with issues or problems that
have previously been brought to the attention of the Program Manager
(Lt Col Koble) and/or the Contracting Officer and could not be
