commercial items prepared in accordance with the format in Federal
Acquisition Regulations document (FAR) subpart 12.6, as supplemented
with additional information included in this notice. Thisannouncement
constitutes the only solicitation: proposals are being requested and A
WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number
6TSA-97-DJH-0231 is being issued as a request for quotations (RFQ). The
solicitation document andincorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 90-46. CLIN 1.
Engineering and development of Silicon Graphics (SGI) Performer-based
demonstration software application, Internet and phone support
toinclude bug, fixes, optimizations/extensions and upgrades for new
versions of Performer/SGI "Large Crowd Simulation and Display", and all
application source code. The software application will simulate
non-lethal weaponry evaluation and training. Therequirement is to
develop software forhigh performance, realistic human figures to
represent hostile/rioting crowd members in an existing real-time,
networked, three-dimensional graphics application, which runs on
low-end Silicon Graphics (SGI)workstations. In order to provide the
proposed simulation, the work requires the creation of simulated crowds
of civilians within existing real-time military simulation systems. The
requirement must simulate the following scenario: crowds or riotswill
be in groups of 50-100 angry, chanting, moving people consisting of men
with knives, boys/thugs with sticks, and women waving fists; crowd
members will be in fallen or crumpled ground postures; clothing and
ethnicity will be unspecified; male andfemale distinctions will be
maintained. The task requirements will be performed under one
milestone. The period of Performance of this task shall commence
October 1, 1997 through February 28, 1998. The first demonstration will
be in early October1997. FOB White Sands Missile Range, NM. Please
acknowledge all requirements including labor, travel and per diem on
quotations. This procurement is set aside for Small Business in
accordance with FAR Part 13.105(a). Please indicate FOB destination
orinclude shipping charges if applicable. The provision at FAR
52.212-1, instructions to offerors, applies to this acquisition.
Evaluation is based on best value, cost and ability to meet service
requirements. Offerors shall include a completed copy ofthe provision
at FAR 52.212-3, offeror representation and certification -- commercial
items, with its offer. The clause at FAR 52.212-4, contract terms and
conditions -- commercial items, applies to this acquisition. In
addition to the guidancecontained in FAR 52.212-4, contractors shall
submit proof of delivery with their invoices. Proof of delivery may be
in the form of a bill of lading or other shipping document signed by
the receiving office. Invoices received without proof of deliverywill
not be accepted. The clause at FAR 52.212-5, contract terms and
conditions required to implement statutes or executive orders --
commercial items applies to this acquisition. Offers are due by close
