This non-competitive action will be processed in accordance with FAR 6.301-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). Orion Scientific Systems, 8400 Westpark Drive, Suite 200, McLean, VA 22102 is the only known source who can provide "Orion ScienceServer Software" for use with Elsevier Electronic Subscription Service Data. This purchase order will provide the proprietary software which includes documentation, installation and maintenance, as well as options for software maintenance of the product in the second and third year. This announcement constitutes the RFP and is the only solicitation that will be issued. A sole source proposal is being requested pursuant to this announcement and shall reference solicitation number 52-PAPT-7-00051.This solicitation incorporates all of the applicable provisions and clauses in effect through FAC 90-46, as if stated in full text, as well as the terms and conditions of FAR 52.212-1.. A firm fixed price purchase order will be awarded utilizing simplified acquisition procedures. This software offers the PTO access to 209 Elsevier Journals as well as a loading utility for the data to be managed with indexing, table of contents features, usage tracking, statistical functions and a search engine. The software will be delivered within 15 days to the Patent and Trademark Office, FOB destination. The maintenance of the software product procured herein will be effective for a twelve month period upon acceptance of the delivered software with priced options for the second and third years.
