services are sought to assist the Corps of Engineers in performing
formal Value Engineering studies for major Government projects
throughout the United States including computer generated presentations
and will be so designated in each task order. This will be an
Indefinite Delivery Indefinite Quantity Contract and it is anticipated
to be awarded in January 1998. Work will be issued by negotiated
firm-fixed-price task orders. The contract will consist of a basic
ordering period and two option periods, each period not to exceed one
year, for a total of three years. The total of all task orders during
each ordering period may not exceed $1,000,000. Individual task orders
may not exceed, $1,000,000. The total amount of each contract over the
three year ordering period may not exceed $3,000,000. This announcement
is open to all firms regardless of size. Large business offerors that
require subcontractors must identify subcontracting opportunities with
small business, women owned small business and small disadvantaged
businesses on SF 255. If selected the large business offeror will be
required to submit a small/small disadvantaged & women owned
subcontracting plan in accordance with FAR 52-219.9 and DFARS
219.704/705 as a part of the Request for Proposal Package. The
following subcontracting goals are the minimum acceptable goals to be
included in the subcontracting plan: OF THE SUBCONTRACTED WORK, 60% TO
SMALL BUSINESS; 10% TO SMALL DISADVANTAGED BUSINESS (A COMPOSITE OF
SMALL BUSINESS); 5% TO WOMAN OWNED BUSINESS (A COMPOSITE OF SMALL
BUSINESS). Large business firms that intend to do any subcontracting
must convey on the SF 255, Block 6. Written justification must be
provided if the minimum goals cannot be provided. For additional

Ms. Leila Hollis at 912/652-5105. 2. PROJECT INFORMATION: Services of
a qualified A-E firm are sought to assist with Value Engineer (VE)
studies on complex military projects, industrial plan and process
projects, environmental and civil works water resource projects,
involving a wide variety of engineering expertise. The study group will
follow the five step plan as recognized by the Society of American
Value Engineers (SAVE). All members of the team will be completely
knowledgeable and trained in VE methodology. The team leader shall have
a current CVS (Certified Value Specialist) credentials as issued by the
Society of American Value Engineers (SAVE) or have completed the Corps
of Engineers 40 hour VE workshop or equivalent certified training.
Team leaders shall be capable of making presentations using computer
generated graphics. The study group will meet for approximately 2 days
and follow the first three phases of the VE Job Plan. The last two
phases will take place over approximately a 1 to 2 week time frame.
Responding firms must show organization capability to assemble team and
conduct VE study with 1 to 2 weeks advance notice and have the ability
to assemble and distribute VE reports within 10 days of start of the
VE study. The selected firm may have to obtain security clearances
through the Defense Investigative Service (D.I.S.) 3. SELECTION
CRITERIA: See Note 24 for general selection process. a. Specialized
experience in the following: 1) Proven ability to assemble VE team &
conduct VE studies. 2) VE studies related to military projects. 3) VE
studies related to industrial plant and process facilities. 4) VE
studies related to environmental and water resource projects located in
the southeastern U.S. 5) Proven ability to produce automated reports
including graphics as required for VE studies. 6) Ability to provide an
in-house conference room capable of seating 20 to 30 people during
Phases I, II and III of VE studies. Address item 5 & 6 in Block 10 of
SF 255. b. Past performance on DoD and other contracts with respect to
cost control, quality of work, and compliance with performance
schedules. c. Capacity to accomplish numerous simultaneous task orders,
assemble at least two VE teams for simultaneous studies and to provide
at lease one each VE team leader, architect, structural engineer,
civil engineer, electrical engineer, mechanical engineer, chemist,
geologist, environmental engineer, medical equipment and laboratory
specialist, medical facility planner, communication specialist,
hydropower generating specialist, dam design specialist, dredging
engineer, water treatment specialist, biologist, wildlife management
specialist, cost estimating specialists, interior designers, landscape
architect and industrial hygienist in each team. The VE teams must
include a Registered Engineer or Registered Architect who is a full
"member" in good standing of the Society of Fire Protection Engineers
(SFPE) or an individual who is a Fire Protection Engineer and whose
principal duties are Fire Protection Engineering. NOTE: These
disciplines must be shown in Block 4 of SF 255. d. Professional
qualifications of key management and professional staff members
including VE experience. e. Knowledge of locality as it pertains to bid
environment and construction methods used in the southeast. f. Extent
of participation of SB, SDB, WO, historically black colleges and
universities and minority institutions in the proposed contract team,
measured by percentage of the estimated effort. g. Geographic proximity
of the firm to the southeast. Volume of DoD contract awards in the last
12 months as described in Note 24. 4. SUBMISSION REQUIREMENTS:
Interested firms having capabilities to perform this work must submit
one (1) copy of SF 255 (11/92 edition) for PRIME and one (1) copy of SF
254 (11/92 edition) for prime and all consultants, to the following
address: US ARMY ENGINEER DISTRICT, SAVANNAH, ATTN: CESAS-EN-EA, 100
WEST OGLETHORPE AVENUE, SAVANNAH, GA 31401-3640 not later than the
close of business the 30th day after the DATE of this announcement. If
the 30th day is a Saturday, Sunday, or Federal holiday, the deadline
is the close of business of the next business day. INCLUDE THE FIRM'S
ACASS NUMBER in Block 3b of SF 255. ALL DISCIPLINES LISTED ABOVE SHALL
BE IDENTIFIED IN THE SF 254 WITH DETAILED QUALIFICATIONS INCLUDING
EXPERIENCE IN VALUE ENGINEERING. For ACASS information, call
