(SSA) is interested in receiving quotations from capable firms for
providing all necessary management, personnel, materials, services,
facilities and equipment necessary for, or incidental to, the
relocation of approximately 55,000 boxes from ODEIO Megasite, 2255
Rolling Run Drive, Baltimore, MD 21244 to the SSA, Centralized Folder
Storage(CFS), 6000 E. Geospace Drive, Independence, MO 64056-3300. This
is a combined synopsis/request for quotation number SSA-RFQ-98-3400 for
commercial item services prepared in accordance with FAR Subpart 12.6.
THIS IS THE ONLY ANNOUNCEMENT. A SEPARATE WRITTEN REQUEST FOR
QUOTATION WILL NOT BE ISSUED. This acquisition is a 100% small business
set-aside. The SIC code for this acquisitionis 4789 with average
receipts not exceeding $5M for the preceding 3 years. This RFQ and
incorporated provisions and clauses arethose in effect through FAR June
1997 edition. Quotations inresponse to this request for quotation shall
be submitted by 10/3/97, 3:00 p.m., EST, to the address provided herein
to theattention of Jane Quinn. Please note that the SF-1449 and Wage
Determination will not be available by electronic download.
REQUIREMENT: The boxes to be relocated are approximately 1 cubicfoot
and weigh about 30 to 35 lbs each when loaded. The top ofthe boxes will
remain open, with the tops tucked in, and areapproximately 15" long by
12" wide by 10" high. The contractor will perform all other services
required to remove the boxes from where they are stored to transporting
them to the CFS site and unloading them there. The SSA material must
not be transported a long with the materials of another entity. All
equipment and supplies necessary to successfully move the boxes are to
be provided by the contractor, i.e., dollies, material handling carts,
pallets, cardboard dividers, shrinkwrap, pallet jacks, etc. No
government owned equipment can be used or leased ateither site. The
contractor shall assume full liability for any and all property lost or
damaged in the movements covered by this contract, except when such
loss or damage arises out of causes beyond the control of, and without
the fault or negligence of thecontractor. Such causes may include, but
are not restricted to, acts of God or the public enemy, or the
authority of law; but inevery case the loss or damage must be beyond
the control of, and without the fault or negligence of, the contractor.
In addition,the contractor shall be responsible for damage caused by
thecontractor, his employees, or his agents to the interior or exterior
of the buildings from and to which property will bemoved. The
contractor will pay for damaged boxes at a rate of$1.20 each. Also, if
contractor error causes the material tofall out of the boxes, then,
upon delivery to the receiving site, the material must be put in
numerical sequence and re-boxed by SSA personnel at a charge to the
contractor of $22.05 an hour. SSA personnel must be advised of all
boxes that are spilled or broken. No broken boxes are to be placed on
the shelves. The cargo compartment of the transport truck must be
sealed with vendor provided seals by the driver of the transport truck
whilein the presence of authorized Government personnel at the point
of departure, and unsealed by the driver in the presence of authorized
Government personnel at the point of delivery. The contractor must
have available at all times seals for the driver to use in emergency
situations which would require breakage of the original seal enroute.
Boxes shall be shipped palletized, with no floor loading. Boxes on
pallets shall not be stacked more than 5 layers (boxes) high, at any
stage of the entire process. This requirement also applies in the
loading and unloading process at CFS. A layer must consist of 9 boxes,
and no other number, at any time during the entire process. Also, they
must be thoroughly shrink wrapped and heavy cardboard dividers used
between each layer of boxes and on the top, exposed, layer. Pallets
cannot be stacked on top of each other. The contractor isrequired to
verify the box numbers in each truck. If boxes are omitted from a
truck, SSA must be advised. The Contractor istotally responsible for
providing all (100%) of the personnel required to remove the boxes from
the location at the point of shipment, move the boxes from their
location to the trucks, move the trucks to the delivery point, which is
the staging area in Room 1 of the CFS. Move the boxes on the pallets to
Room 7 of the CFS (next door to Room 1) and place them there as
directed by SSA personnel. The personnel provided by the contractor are
also responsible for all movement of the boxes on and off any
pallets,equipment, or devices used in any of the moving or relocation
process. It is strongly recommended that the trucks be sent tothe CFS
location in proper sequential order. However, it will be possible to
have the trucks arrive at the CFS site out of orderand still be
unloaded, precluding the need to delay the balance of the move should
a truck be delayed. If shipping by rail, SSA must be advised by the
contractor when the trucks arrive at the Kansas City (KC) rail
destination. The trucks must be identifiedas to truck number and seal
number in order that SSA can determine where boxes are at all times.
The contractor must have trucks delivered from the rail destination
point in KC to the Independence site, in order of arrival in KC, within
24 hours. Beginning 10/27/97 until finished the contractor shall ship
approximately 55,000 boxes of folders (35,000 minimum 75,000 maximum)
from the Megasite to the CFS in Independence, MO. The Megasite will
fill 585 boxes with folders per regular federal work day. The Megasite
will place those boxes near or in the loading dock in a designated
staging area. As the boxes arecompleted, the contractor shall then
palletize those boxes andplace them on the shortest over the road truck
available capable of holding up to 14 pallets. Those trucks shall be
backed up tothe Megasite loading dock door by the contractor. The truck
shall be loaded with the 585 boxes of folders pulled by the
Megasitethat day. The contractor shall furnish all necessary 48"x40"
4-way pallets, 208 at a time, on an as needed basis and shall
beresponsible for all necessary 48"x40" dividers, maintaining three
pallet loads (about 900) and resupplying them as needed. The contractor
shall pick up the loaded truck each afternoon between 3:00 and 4:30 PM
(EST) and drop off an empty one at the same time. This will be done
each regular federal work day, beginning 10/27/97, until all
approximately 55,000 boxes have been shipped to the CFS. When the empty
truck is dropped off each afternoon the contractor shall first pull out
the trailer they left there that morning (now with boxes in it) and
then place the new trailer there. It shall be backed up to the loading
dock door, with the truck doors opened all the way, so when the
Megasite opens the dock door the next morning the trailer door will be
open and they can lower the dock leveler onto the back of the truck.
There are no dock restrictions at the Megasite. The Megasite will fill
each box full. Doing a whole terminal digit area at a time. Each box
has a double block on the front that is 3 1/2"x4", in the upper left
hand corner. The Megasite shall write a number in that double block on
each box indicatingwhether it is box number 1, number 2, number 3,
etc., from each particular terminal digit area. The contractor does not
have to pay attention to those numbers when they are loading the trucks
at the Megasite. They shall place the boxes on the pallets as they come
to them, without considering the numbers. All of theboxes of folders
shall be shipped on trucks furnished by the contractor to the loading
dock of Room 1 of the CFS, taken off the trucks by the contractor and
placed in Room 7, taking them off the pallets and placing them in
sequence at SSA's direction. The contractor shall be responsible,
including providing dumpsters, for disposing, of all pallets all
dividers, and allshrinkwrap at the CFS. The contractor shall provide
skilled workers, thoroughly trained and experienced for proper
performance of the work outlined in these specifications. Workrequired
shall be monitored by the contractor's full-time supervisors. All
trucks must be fireproof and waterproof to limitthe possibility of
damage to the SSA folders being moved. The trucks shall all have metal
roofs, doors and walls for tamper resistance. No forklifts shall be
used by the contractor at the Megasite or the CFS. No equipment shall
be used on the catwalk level at the CFS that has metal surfaced wheels
including palletjacks. The distance from the room one loading dock to
the shelving area in room seven is approximately 600'. The contractor
shall be responsible for obtaining all necessary permits and licenses,
and for complying with all applicable Federal, Stateand Municipal laws.
The Contractor shall notify the Contracting Officer, in writing, in the
event any problems a rise concerning permits, licenses or other legal
requirements. The following provisions at FAR 52.212-1, Instructions to
Offerors-Commercial,(tailored) apply to this acquisition:b, c, and g.
There are no addenda to these provisions. The provisions at FAR Part
52.212-2,Evaluation-Commercial items apply to this acquisition. The
government will award a contract resulting from this request
forquotation to the responsible offeror whose offer conforms to the
quotation will be most advantageous to the Government, price andother
factors considered. The following factors shall be used toevaluate
offerors in descending order of importance: lowest price and
experience. Offerors shall submit firm fixed price per box for the
services required to be paid in arrears after delivery of the boxes to
Independence. Offerors shall submit 2 references which is of similar
size, scope and complexity to this request for quotation. References
should include the company name, contact person and telephone number.
Offerors are advised to include a completed copy of the provision at
FAR Part 52.212-3, Offeror Representations and Certifications --
-Commercial Items, with their offer. The provisions at FAR Part
52.212-4, Contract Terms and Conditions-Commercial Items apply to this
acquisition. There are no addenda to these provisions. The following
provisions at FAR Part 52.212-5, Contract Terms and Conditions Required
to Implement Statutes or Executive Orders- Commercial Items (tailored)
