SP0900-97-BAA01 The Defense Logistics Agency (DLA) serves within the
Department of Defense (DOD) as a wholesale level distributor of spare
parts, maintenance, repair and operating supplies for the military
services worldwide. DLA is interested in demonstrating unique and
innovative approaches for providing logistics support to the military
services that will maintain the highest state of weapon systems
readiness, to include surge and sustainment capability to enhance the
defense mobilization base, by improving the logistics support provided
to military installations. Responsibilities of these installations
include major repair and or rebuild of weapons systems for combat
mission operations and facilities operation and maintenance. To
facilitate performing to the expected objectives of the program, new
strategies are required utilizing advanced manufacturing, distribution,
and materials management techniques to improve turn around time, and
the ability ofthe industrial base to respond to changes in customer
demand and effectively reduce the overall cost to the government. This
requires integration of commercial and military supply and
distribution systems, electronic commerce/ electronic data interchange
(EC/EDI), management of demand based customer inventory and direct
vendor delivery. The desired level of performance is broadly
categorized in terms of improving order fulfillment cycle-time, product
quality, total cost, and the capability to deliver other information
and/or technical support services. The private sector provider of this
service will act as an extension of DLA and will be expected to
establish an intelligent partnership between the military customer, DLA
and other supply sources. The purpose of this BAA is to announce that
DSCC is soliciting concept papers for these efforts under the Virtual
Prime Vendor (VPV) or Prime Vendor (PV) Program. Concepts should be
directed at improving integrated logistics support for landand maritime
based weapons systems and electronics items. A key goal is to develop
a process which can be exported to DLA customers in the continental
United States and overseas. The successful VPV contractor(s) will be
expected to provide and/or coordinate the logistics support effort for
the full range of parts and components consumed in support of weapons
systems, concept papers can address logistics support targeted towards
weapons systems or can be directed toward specific military customers.
Your concept paper should not only address your company's ability to
provide items taking into consideration such factors as distribution
methods, manufacturing sources, item availability, market conditions,
etc. Similar Broad Agency Announcements for aviation weapons systems
(Defense Supply Center Richmond) and general troop support (Defense
Industrial Supply Center) are also being released. It will be incumbent
on the VPV contractor to determine the best method of support to meet
the performance criteria of the program and the expectations of the
military customer. Teaming arrangements between developers and systems
integrators, universities, research institutes, or other
collaborators, are encouraged, and single offerors should anticipate
the possibility of being expected to work collaboratively with other
organizations if they receive an award. PROGRAM SCOPE: Concepts for
individual efforts should not exceed a total of five years, and should
also include procedures that, if adopted, would last until the
extinction of the weapon system. The primary objective is to lower
overall logistics support costs. Technologies which have a significant
impact on key logistics metrics, such as customer wait time,
backorders, customer complaints, cost of quality, inventory reduction,
price, administrative procurement lead-time, and combat readiness,
will be given highest priority. Concept papers are to include a
discussion of pricing methodology, as well as proposer's preferred type
of contract. Contract awards, if any, are expected to be made beginning
with the second quarter of fiscal year 1998 and continuing until this
BAA is canceled or has run to completion. Awards may be made under FAR
6.302-3. Progress and performance will be assessed monthly and action
items will be determined to ensure timely completion of the project
and to capitalize on findings. Each year of the contract will have
performance objectives which are a part of the option decision
evaluation, to include achievement of socioeconomic objectives. The
concept paper will describe the offeror's approach to supporting this
initiative and the manner in which it will maintain sources,
manufacturers, producers, and other suppliers available to furnish
these parts and services during peace time, national emergencies, time
of war, international turmoil and any unanticipated surge
requirements. Also, the vendor is expected to provide performance
information during the contract in an electronic data format which can
be used by both DSCC and the customer. In addition, the concept paper
should also address innovative methods of incentivizing performance
and reducing costs as performance progresses and the prime vendor
realizes economies of scale throughout the life of the contract.
EVALUATION CRITERIA: The offeror shall address in the concept paper
each of the following areas that will be considered as part of the
evaluation process. The factors are listed in order of importance.
1.Integrated Supply Chain Management: The Government will evaluate the
concept for its ability to provide supplies, supply chain management,
forecasting, engineering and technical services, and a tailored
inventory management system for full support of industrial and/or base
level support activities. The Government will evaluate the concept to
ensure that it provides an eventual transition to 100% fill-rate,
which will provide an uninterrupted flow of spare parts to the line
mechanics and technicians during both normal operations and during
periods of surge. Therefore, the concept paper should give sufficient
detail so that the Government can understand the offeror's inventory
control plan for all levels of operations. a. Technical Feasibility The
Government will evaluate the concept to ensure that the offeror has the
capability to perform in accordance with the concept submitted. b.
Realism of Expected Outcomes The Government will evaluate the concept
paper to ensure that it is realistic for the work to be performed and
that the elements of the concept are consistent. 2. Industrial
Readiness Support Concept: The Government will evaluate the concept to
ensure that supplies and supply chain management will be sustained in
case of national emergency and will achieve industrial mobilization in
time of war, or other surge conditions. The concept paper should
describe vendors ability to: a. Forecast and react to surge
requirements. b. Rapidly escalate the operating tempo to support surge
requirements and maintain levels of sustainment. 3. Information
Technology: The concept paper will be evaluated for its ability to
provide an interface with organic information systems and how such
interface must be transparent to the end user. In addition, the
Government will evaluate the concept to determine the extent to which
information technology is currently being employed and the extent to
which the offeror intends to implement the technologies in any
resulting contract. Therefore, the offeror's concept should allow for
the technical interface with certain DoD information systems. There
should be an open exchange of information between customers, suppliers
and DoD through state of the art technology. The concept paper should
include a detailed description of the offeror's information
technological approach and how that approach will accomplish a seamless
interface with the Government. 4. Past Performance/Corporate
Experience: The Government will evaluate offeror's experience with
efforts of similar scale and scope. The offeror shall submit a listing
of prior Government and commercial contracts similar to the one
offered in the concept paper. At a minimum the offeror shall submit
information on each referenced contract in the following format: a.
Name of project and contract number. b. Company or Government agency
name, address, phone, and points of contact. c. The supplies and
services provided. d. The contract type (firm fixed price, cost plus
fixed fee, etc.). e. The delivery requirements and your performance,
including descriptions of problems and corrective actions. The
Government may also seek past performance information from other
sources to assist in evaluation. 5. Management Plan The Government will
evaluate the offeror's organizational controls and managerial approach
over its workforce, suppliers, distribution, and quality systems. The
Government will evaluate the criteria and plan for selecting and
monitoring performance of suppliers and subcontractors to ensure
receipt of parts and material consistent with distribution needs and
quality standards. The concept paper should include information
regarding the offeror's organizational and management plans The
Government will also request information regarding
managerial/supervisory personnel dedicated to support the contract. The
Government will evaluate experience and abilities in managing the
logistics support process under this contract. 6. Competition Goals:
The Government will evaluate the offeror's contractual alliances with
suppliers and subcontractors to ensure that there is robust competition
at the supplier level. The Government will evaluate the concept paper
to ensure that such alliances or contractual relationships exist with
the offeror and how this is ultimately beneficial to the Government in
terms of cost effectiveness, availability, and quality. The concept
paper should address the offeror's contractual relationships in terms
of cost effectiveness, supply availability, and quality. 7. Small
Business/Small Disadvantaged Business/Woman Owned Sub-Contracting Plan:
The Government will evaluate both large and small business offers to
determine what portion of their proposal will be subcontracted to small
business, small disadvantaged business, and women owned business in
terms of percentages and dollars. The offeror should submit a plan for
providing real business opportunity for these firms including specific
socioeconomic objectives for each year of the contract. 8. DLA
Mentoring Business Agreements (MBA) Program (DLAR 52.219-9002 and DLAR
42.219-9003): The Government will evaluate offerors' plans to develop
maximum opportunity for small businesses and small disadvantaged
businesses by participating in the DLA MBA Program. The DLA Mentoring
Business Agreements (MBA) Program ensures that small and small
disadvantaged business concerns fully participate in this program. The
offeror should submit a plan addressing how the offeror will obtain
MBA agreements. GENERAL INFORMATION: 1. Contract Type: During the
initial development of concepts, complete pricing may not be available
or realistic. Those concepts, if any, selected for full discussion
will provide complete pricing proposals as a part of the negotiation
process. Offerors are encouraged to recommend pricing arrangements
suitable for the concepts selected for consideration. As pricing
proposals are evaluated, the technical merit or expected performance
outcomes will be considered more important than price. Firm fixed price
type contracts are preferred. Those proposals demonstrating commitment
to product or full cycle cost reductions over the demonstration period
will be considered more favorably. Customer affordability and
cost/price realism and the manner in which price will be established
are also important factors. 2. Performance Metrics: Performance metrics
will be established with each contract. Performance measures, goals,
and incentives will be negotiated for each year of the contract.
Specific performance goals will be established for use by DSCC in
determining whether any unilateral options available to DSCC will be
exercised. 3. BAA Addenda: Addenda will be periodically published for
customers who have demonstrated an interest in the program. This
interest may be the result of the customer identifying a need, or be
based on an initial evaluation of a concept received from industry
sources. These addenda will include statements of function and current
performance for the specific sites or weapons systems. Performance
periods may vary and will be detailed in the subsequent addenda. Each
addendum will provide instruction on who to contact at DSCC and how to
obtain a copy of the Proposal Information Package (PIP). The PIP will
contain a tailored description of each customer site or weapons
system, current operations, and an expected parts listing. The
submittal requirements for all concept papers will be detailed in any
forthcoming addenda or may be obtained from the point of contact listed
below. The government may elect to issue a Request For Proposal (RFP)
in lieu of, or subsequent to, an addenda to this BAA if determined more
appropriate. In the addenda a list of the primary Federal Supply Codes
(FSCs) expected to be supplied will be furnished. Due to the enormous
size of the actual parts list found at some of the sites, expected
parts usage lists may be provided on 3.5 inch disk or posted to the
DSCC World Wide Web Home Page. This data will at a minimum contain a
list of the historical parts anticipated to be used by the customer by
National Stock Number (NSN) or Original Equipment Manufacturer's (OEM)
part number and will also include the annual estimated usage. To
receive the PIP for a particular project, all interested parties should
contact the assigned DSCC representative for the site referenced in
each addenda. 4. Contact Information: In addition, this announcement,
addenda to this announcement, PIPs, and data listings can be found on

remain open for 36 months. This notice, in conjunction with specific
Proposer Information Packets (PIP), constitutes the total BAA. The PIP
provides further information on the following: areas of interest,
general expectations, submission process, evaluation criteria, concept
abstract format, and concept paper format. The PIP is required, and
may be obtained by electronic mail, or fax. As a result of
customer/industry market research or receipt of concepts, an addendum
to the BAA would be published, specific to a weapons system or
location, etc. A formal RFPor other solicitation regarding this
announcement will not be issued, however may be issued in lieu of or
following a specific addendum. The Government reserves the right to
select for award all, some, or none of the concept papers received. All
responsible sources capable of satisfying the Government's requirements
may submit a concept paper which will be considered by DLA. In order to
minimize unnecessary effort in concept paper preparation and review,
offerors are encouraged to submit a brief concept abstract in advance
of developing a full concept paper. An original and four copies of the
concept abstract must be submitted. Upon review, DSCC will provide
written feedback on the likelihood of a full concept paper being
considered. Concept abstracts received pursuant to this BAA will be
evaluated as they are received, there is no initial cut-off date.
Concept abstracts and concept papers not meeting the format described
in the BAA or subsequent addendum/PIP may not be reviewed. Concept
abstracts and concept papers must be sent by mail, facsimile copies
will not be accepted or evaluated. All administrative correspondence
and questions regarding this BAA, including requests for information on
how to submit a concept abstract or concept paper to this BAA, shall be
