Notice of intention to issue an order to ViaSat, Inc., Carlsbad, CA for DTS/WIN compatible software package in support of the UHF DAMA SATCOM Network Control Station (NCS) program. Must be able to automatically split or bundle user messages to fit 5/25 kHz DAMA service, provide integrated support for MIL-STD-188-184 data controllers, support 3rd party PCMCIA and ISA synchronous I/O cards, provide automatic compression of files prior to transmission and automatic decompression of received files, e-mail messaging interface combining user notes with file attachments, provide operator ability to reply, forward, print, save and delete individual messages and view file attachments and allow the sending operator to request a receipt upon delivery of a message. Authority to procure is pursuant to 10 USC 2304 (c (1), only one responsible source.
