Gonser, Contracting Officer, (301) 394-1604. This contract effort has been set-aside for Historically Black Colleges and Universities or Minority Institutions (HBCU/MIs). The contractor shall be required to provide scientific, engineering, and logistical services which can be applied to research, exploratory development, brass-board prototyping, technical studies and analyses, military system and component testing, vulnerability/survivability/lethality analysis, R&D equipment and facilities capability upgrades, and technical documentation. The contractor shall perform these services at the U.S. Army Research Laboratory, Information Science and Technology Directorate, Battlefield Environment Division (ARL/IST/BE) installations, at the contractor installation, and at other installations so designated by ARL/IST/BE. A Cost (No-Fee) contract is anticipated under which Task Orders will be issued for the specific services required. The Task Orders may encompass any of the following four areas: Atmospheric Effects, Synthetic Environments, Artillery Meteorology, and Weather Exploitation. The period of performance for this contract is five years. All responsible sources may submit a bid or proposal which will be considered by the Agency.
