Prime Contractor for the United States Department of Energy's (DOE's)
Fernald Environmental Management Project (FEMP), Fernald,
Hamilton/Butler County, Ohio, seeks QUALIFIED SOURCE(s) to provide
Proof of Principle Testing for the stabilization of non-radioactive
surrogate of the approximately 9,000 cubic yards of Atomic Energy Act
(AEA) 11(e)2 byproduct residues and bentonite stored aboveground in
Silos 1 and 2 at the Fernald Operable Unit 4 (OU4). The composition of
the contents in Silos 1 and 2 is primarily a wet, gray, silty clay
with an average moisture content of 30%. The following are present
within the residue volumes of the silos: in excess of 3700 Curies (Ci)
of Ra-226, 600 Ci of Th-230, and 1900 Ci of Pb-210. It is also
estimated that the silos contain more than 29 metric tons of uranium.
Other significant metals include more than 118 metric tons of barium,
830 metric tons of lead, 2.6 metric tons of arsenic, and small
quantities of gold. Additionally, the Silos 1 and 2 residues contain
significant concentrations of radium, resulting in the generation of
radon. This announcement is not a request for proposal (RFP) or
solicitation. This announcement is an advanced notification to
determine qualified vendors for the proposed RFP. The anticipated award
date for the RFP is on or before August 10, 1998. Proof of Principle
Testing will demonstrate that commercially-developed stabilization
techniques can successfully treat surrogate Silos 1 and 2 residues.
Prior to issuing the RFP for Proof of Principle Testing, a vendor
evaluation will be performed. The evaluation will include, but not be
limited to: financial, engineering/technical, operations, health and
safety, quality, and administrative programs. Waste stabilization
methods that may be presented as technologies for this waste stream
include, but are not limited to the following families of technologies:
vitrification, solidification/stabilization, and polymer-based
micro-encapsulation. The intent of the RFP is to award a Contract or
Contracts to vendor(s) who has (have) proven capability to perform the
Proof of Principle scope. In addition, the successful vendor must have
performed the proposed technology on a Full-Scale basis for low-level
radiological, mixed low-level, or hazardous waste. Full-Scale basis is
defined as a process / facility that supported the remediation of
waste beyond the Research and Development stage and was utilized in a
commercial or government application. The Proof of Principle Testing is
required to demonstrate the technical viability of the stabilization
technologies and will be performed at each of the qualified vendors
facilities with non-radioactive surrogate materials defined by FDF. The
results of the testing will be utilized in the revised Feasibility
Study for Silos 1 and 2, as the basis for the detailed analysis of
alternatives and ultimately, to support the amended Record of Decision
(ROD). In developing the original ROD for OU4, a comprehensive
characterization effort was performed under CERCLA, as amended.
Interested parties are invited to review this information at the Public

648-7480/7481. Interested Qualified Vendors shall respond to this
announcement with the following Information: 1) Identify the waste
stabilization method that would be proposed. 2) Identify that the
stabilization method is a complete process rather than an interim
process. The stabilization method must produce a treated waste form
that is ready for final disposal and require no additional treatment.
3) Identify facilities where the Contractor has performed the proposed
technology on a Full-Scale basis for low-level radiological, mixed
low-level, or hazardous waste and state the percent of the work that
was self-performed. 4) Present successful record of safe construction
performance by a current workers compensation experience modification
rate (EMR) of less than or equal to 1.05 or thetrend for the past three
years downward and none of the past three years has an EMR greater than
1.25. 5) Provide a copy of the latest 10-K and annual report. 6)
Identify experience with radon-control or radon-treatment systems. 7)
Complete Standard Form SF 254, Architect-Engineer and Related Services
Questionnaire and Standard Form SF 255, Architect-Engineer and Related
Services Questionnaire for Specific Project. Responses in Section 10 of
the SF 255 to the following information requests are limited to 30
pages of text or less and should include description of experience
relative to acceptable waste stabilization methods in performing
remediation at government and commercial facilities, where low-level
radiological, mixed low-level, or hazardous waste was the remedial
target. The summary of relevant experience should include the design,
procurement, fabrication, permitting, construction, startup, operation,
maintenance, and D&D of treatment facilities, including ancillary
systems like off-gas, materialretrieval and handling, feed preparation,
waste handling, waste disposal, and wastewater treatment. 8) Identify
the facility available to the Contractor which would be utilized on
this project for Proof of Principle Testing. 9) Identify the analytical
laboratory support services that will be used to analyze the treated
material. Evaluation. FDF will evaluate responses and select qualified
Vendors who will receive the RFP. This will be a negotiated
procurement with vendor selection based upon the best interests of the
government. FDF may negotiate with more than one qualified vendor.
Only one (1) vendor per specific technology will be awarded a contract
for the Proof of Principle Testing. Expressions of interest must be
submitted in writing (original plus three (3) copies) with the required

pay for any costs incurred in the preparation and submission of data or
