875-6298 The U.S. Department of State intends to extend the contract
with the National Academy of Sciences for one more year on a sole
source basis. This contract promotes cooperation among federal agencies
having an interest in construction and facilities operation. In
addition, the National Academy of Sciences provides various studies
relating to construction and facilities operation. The National Academy
of Sciences is a private, non-profit corporation created by
congressional charter signed by President Lincoln in 1863, known as "An
Act to incorporate the National Academy of Sciences". Although the
Academy is a private corporation, it is required by the terms of its
congressional charter, that: "whenever called upon by any department of
the Government, to investigate, examine, experiment and report upon any
subject of science or art, the actual expense of such...to be paid from
appropriations which may be made for the purpose, but the Academy shall
receive no compensation whatever for any services to the Government of
the United States". This directive is enhanced by executive order
12832 issued 1/19/93 by the Executive Branch which restates the mission
between the Federal Government and the National Academy of Sciences.
