through Simplified Acquisition Procedures with Dr. Donald Patterson,
Ann Arbor, Michigan, to provide research and analytical support for
activities involving Corporate Average Fuel Economy (CAFE) standards
for light duty vehicles. The rulemaking process requires technical
research and analysis before creating new standards or amending
existing ones. This requirement is providing preliminary design
analysis of the fuel economy benefits of applying Continuously Variable
Transmissions (CVT). This study is to be divided in two phases: phase
I is to be conducted with the objective of determining fuel economy
with a CVT applied to a passenger car and light truck/van; and phase II
will be conducted to determine CVT cost, weight and lead-time issues.
Small Business firms classified under SIC Code 8732 must demonstrate in
writing within 15 days from the date of publication that they have
experience with automotive emissions, engine and drivetrain technology,
and familiar with CVT and CAFE standards. Quotation issuance will be on
or about October 10, 1997. Small Business firms will be required to
submit documentation in support of the above for evaluation by the
Government prior to receiving a quotation. A single award will result
from this quotation. Only written requests for this solicitation will
be accepted -- however, we will accept requests for this solicitation

is for informational purposes for Minority, Women-Owned and
disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Business and Disadvantaged Business
Utilization (OSDBU), has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
line of credit is $500,000. For further information and applicable
forms concerning the STLP, please call the OSDBU at (800) 532-1169. For
information concerning the acquisition, contact the contracting
official listed above. The solicitation and any document related to
this procurement will be available on the Internet, these documents
