RWILLI10@email.usps.gov. MODIFICATION TO CBD NOTICE ISSUED 9-17-97 The
U. S. Postal Service intends to award a fixed price contract for the
investigation, design and preparation of contract documents, for the
expansion of an Air Mail Facility of approximately 41,000 gross square
feet. The work also includes but is not limited to upgrade existing
San Francisco AMF to current building code standards, and remove and
replace asbestos-containing building materials. The facility is located
at the San Francisco International Airport, (Project No. Y70840). The
estimated project construction cost range is $20 to $23 million for the
AMF, including a cost range of $10 to $12 million of fixed
mechanization. The base contract will be for the 30% design, with a
Design Option to proceed to 100% completion; and a separate option for
contract administration and inspection services. The qualifications of
firms for this project are as follows: (1) Experience in USPS projects,
or projects of comparable types such as expansions of distribution
andmanufacturing facilities. (2) Hazardous material abatement
experience (3) Seismic retrofit for the existing building (4)
Architectural minimum firm size of 10 persons, with a minimum of (5)
registered architects located in the office performing the work ; (5)
Consulting Engineering firms shall have at least (2) licensed engineer
in each of the following disciplines: structural, mechanical, and
electrical in the office performing the work; (6) Mechanization
consultant shall have a minimum of five (5) years experience with
mechanization design; (7) The prime and structural, mechanical, and
electrical engineers shall have worked together on at least one
previous project; and (8) Autocadd version 13 or later. Primary
consideration will be given to comparable project experience. The
comparable projects that will be considered are expansion of existing
facilities requiring major upgrades to the existing buildings, and
involving the installation of material handling systems. The minimum
project size is 35,000 grosssquare feet or greater and costing more
then $10 million. Firms that have the qualifications to perform the
services described previously are invited to submit a completed SF-255
(Architect-Engineer and Related Services Questionnaire for Specific
Projects), and a completed SF-254 (Architect-Engineer and Related
Services Questionnaire); all qualifications shall be provided on these
forms; firms must also submit a complete and current SF-254 for each
of its proposed consultants to the office shown above not later than
October 23, 1997. The selection will be conducted with the combined use
of the submitted SF-255 and the SF-254' s. Interested firms with more
than one office must indicate on their SF-255 the staffing composition
of the office in which the work will be performed. Consideration will
be given to the firms responding to this advertisement in accordance
with the following order of preference: (1) within 50 mile radius of
San Francisco. (2) The State of California. Architectural and
engineering firms will be considered as local only if their sole office
is in the local geographical area or they have a local branch office
and all the architectural design, coordination, and management of the
project will be performed in that office. There is no restriction on
the geographical location of mechanizaation consultants. The contract
contains a requirement for firms to provide evidence of current
insurance of $1,000,000 of errors and omissions per claim. It is
prohibited to pay any fee, commission, percentage, or brokerage fee to
any person or firm contingent upon or resulting from award of a
contract for this project. No other general notification for this
project will be made. Submissions will not be retained or returned.
