OPERATION AND RECURRING SUPPORT SERVICES OF BASE TELECOMMUNICATIONS

CONTRACTING OFFICER: Rita Blair (405)734-9399 It is the government's
intent to establish a qualified vendors list for operations,
maintenance, and recurring support services of the Base
Telecommunications Systems (BTS) at AF bases CONUS-wide. The BTS is an
extremely complex system providing a communications system that is
vital to the command and control of Air Force organizations. Moreover,
the BTS operations and maintenance contract may cover local and wide
area networks that increase the complexity of the systems. These
contracts are the heart of AF communications requiring a high degree of
technical knowledge and competence combined with the ability to
maintain and provide expansion services of the distribution system,
in-house wiring, and customer premise equipment. Systems to be
maintained are diverse requiring the utmost in software and hardware
maintenance capability to maintain communications systems which are
unique in their application providing support to a defined community of
users involved in wartime mission requirements. Each base has a wide
range of complexity from current digital technology to 1950 vintage
analog systems. Vendors will be pre-qualified and a Qualified Vendors
List (QVL) established. Under this streamlining initiative, prospective
offerors will be required to submit their technical and past
performance qualifications on a one-time basis rather than with every
solicitation. The QVL will be established through an evaluation process
and will be open continually. Following detailed discussions, those
offerors determined technically acceptable will be placed on a QVL for
future procurements. After establishment of the QVL, separate RFPs
will be issued for individual base requirements. Technical competence
must be demonstrated in operation and maintenance, including parts
replacement of switching systems, inside and outside cable plant (fiber
optic and copper installation and maintenance), ancillary equipment,
customer premise equipment (key systems, dial-up modems, telephone
sets, etc.), maintenance of LAN hubs/routers/fault isolation, and
telephone switchboard operations. Technical competence includes
expansion of building in-house wiring, outside fiber optic and copper
distribution, and customer premise equipment. There are both commercial
and Defense Switched Network (DSN) trunks, access to FTS 2000, local
city exchange lines, hot lines, data circuits, radio circuits, and
crash nets. Contracts are typically for a base year and four option
periods totaling approximately 60 months. We invite your participation
