This is a negotiated Full and Open Competition Procurement as required by NISE East Charleston to provide Technical and Management Assistance (TSMA) in the conduct of a Technical Management Assignment (TA) and In Service Engineering Assignment (ISEA) in support of Navy/Joint (C2) Systems of SPAWAR Command and Control and Communications Systems Directorate, P.D.-17. The assignments for C2 systems includes the overall responsibility for development of "raw" program planning data, program accountability, consolidation of user requirements, technical program execution and managerial interface with other technical managers. C2 is defined as Navy Command and Control Systems (including but not limited to Navy Tactical Command Systems Afloat (NTCS-A), Operations Support System (OSS), and associated systems) and Joint Command and Control Systems (including but not limited to Global Command and Control Systems (GCCs), World Wide Military Command and Control System (WWMCCS). The Government anticipates award of anIndefinite Quantity Cost Plus Fixed Fee Type Contract for a base year and four-one year options. This RFP/Solicitation will be transmitted via the Internet on the World Wide Web (WWW). The RFP will only be available by WWW access thru the NISE East On-Line Contracts Information System. Once the solicitation has been posted, it is incumbent upon the interested parties to review this site frequently for updates/amendments to any and all documents.
