COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 29,1997 PSA#1940AMENDMENT TO SN126121, REF SUBJECT FOLLOW-ON JOINT FIELD TRIALS FOR
STANDOFF/UNMANNED AERIAL VEHICLES (UAV) BIOLOGICAL
DETECTION/IDENTIFICATION TESTING Please note that the RESPDATE for
SN126121 is November 5, 1997. It was incorrectly posted as November 5,
1998. Also, please note that the Follow-On to JFT-4 for biological
detection standoff or UAV will be conducted in May 98. It was
incorrectly posted as June 98. CONTACT: POC Technical Representative,
Tom Swanson, 703-681-4922; swansont@jpobd.osd.mil DESCRIPTION: The
Joint Program Office for Biological Defense (JPO-BD) has conducted
biological detection testing annually since 1994. We will be conducting
Follow-on Joint Field Trials (JFT-4) for biological detection standoff
or UAV in May 98 at Dugway Proving Ground, Utah. JFT-4 has two
purposes depending upon the maturity of the devices. JFT-4 either
provides 1) developers an opportunity to demonstrate their devices'
potential for inclusion in current and future biological detection
programs, and 2) it offers them an opportunity to obtain unique
performance data that can be used in their development work. The JFT is
an internationally recognized forum; devices participating in JFT-4 may
become visible to a number of U.S. and foreign agencies. JFT-4 will
assess candidate technologies for potential inclusion or transition
into biological detection acquisition programs such as the Joint
Biological Remote/Early Warning System (JBREWS). UAV devices may be
evaluated for their functionality as collectors, detectors or
identifiers. Standoff devices may be evaluated for their function in
tracking, detection, discrimination, and mapping. Devices may perform
more than one function. To be responsive to this announcement and
receive a copy of the entrance criteria letter, developers/sponsors
must supply the following in writing to JPO-BD no later than close of
business November 5, 1997. A description of their device to include its
capabilities and characteristics; all relevant test reports; and how
long it has been in development/production. SOLICITATION
