intends to issue sole source modifications to Contract DMA100-96-C-5032
with Krause America. Krause will be required to retrofit the Phase I
laserstar plate maker with thermal plate imaging capability and provide
the same capability for Phase II. This will require the integration of
the laserstar plate maker with the work stations, servers, and storage
devices and necessary hardware and software upgrades, including
integration support, on both the front end and laserstar plate maker.
Modifications will be issued to complete this work, and because this
system is being delivered in phases the modification will include
options for maintenance until the entire system is operational. This
modification is necessary to support the system requirements for
additional integration services and equipment upgrades for the Digital
to Plate (DTP) System. The additional integration and equipment
upgrade is required because of increased file size and because of
NIMA's increased work flow. Phase I and Phase II must be compatible.
Other than full and open competition pursuant to 10 U.S.C. 2304(c)(1)
is required because Krause is the only contractor with the thermal
plate imaging capability to retrofit the Phase I laserstar plate maker;
because Krause is the only contractor with the in-depth working
knowledge of the DTPS and work flow; and because Krause is the only
contractor with the integration knowledge of the DTPS necessary to
complete the system. This synopsis is a notice of intent and should not
be considered a RFP. No solicitation document exists and requests for
such a document will be considered an invalid response. Vendors who
feel they can provide the required services should submit documentation
that demonstrates interested source's ability to meet the Governments
requirements and that it is advantageous to the Government to consider
such other sources. Responses must be received within 15 calendar days
of the publication in the CBD. If a response is made it must be in
writing and shall include sufficient documentation to establish a bona
fide capability to satisfy the stated requirement. No telephonic
quotations will be allowed. If no affirmative responses are received
within the stated time frame indicating that a comparable source is
more advantageous to the Government, a contract will be placed with
