for participation in a DOD sponsored Foreign Comparative Testing (FCT)
program of a 5 MHz fully militarized Rubidium Standard (Rb Std). The
test program will qualify potential foreign source(s) of Rb Std for use
in U. S. Air Force MILSTAR satellite terminals in fixed ground, ground
transportable and airborne applications. The Rb Stds must provide a 5
MHz square wave output, satisfy stringent radiation hardness
requirements and serve as a form, fit and function replacement for an
existing discontinued Rb Std. The Rb Stds must be able to successfully
complete a qualification test program which meets the requirements of
the rubidium frequency standard source control drawing (SCD) 218-0057.
The successful offeror(s) must be able to deliver five (5) units no
later than six months after receipt of the Government order. Any firm
wishing to submit an evaluation package must contact Peter Lewis,
ESC/MCK, at (617) 271-6370 within ten (10) working days after
publication of this synopsis to indicate its interest and to request a
copy of the SCD. An evaluation package must be submitted no later than
ten (10) working days after receipt of the SCD. A complete evaluation
package will include a technical description of the militarized Rb Std,
its ability to satisfy the SCD requirements and the extent to which the
Rb Std has undergone development, production and/or qualification
testing. Evaluation packages must also include a piece parts build list
so that the Government may evaluate the ability of the Rb Std to meet
the SCD radiation hardness requirements specified in SCD Paragraph
3.2.2.5, "Survivability/Vulnerability (S/V) Requirements". Evaluation
packages should be no longer than fifteen (15) pages, (excluding parts
list but including any graphics, tables or photographs). Evaluation
packages should be addressed to ESC/MCK, ATTN: Peter Lewis, 50 Griffiss
Street, Hanscom AFB, MA, 01731-1620. This synopsis does not constitute
