The government intends to procure the following requirement as a sole source acquisition from Bruker Instruments, Inc., 19 Fortune Drive, Manning Park, Billerica MA. 01821: 1.1 This Statement of Work describes the Phillips Laboratory requirement for maintenance service support of a Bruker AMX300 NMR (Nuclear Magnetic Resonance) Spectrometer located at the Phillips Lab, OLAC PL/RKFE, 10 E. Saturn Blvd, Bldg 8451, Edwards AFB, Ca 93524-7680. 1.2 The covered equipment is the Bruker AMX300 NMR spectrometer with solids capability, all attached peripherals, and software (see 1.3). Covered equipment also includes all glass parts, including the quartz inserts in the probes. 1.3 Service support shall include all software and operating system upgrades that occur for the AMX300 spectrometer and all software upgrades to UXNMK and WINNMR.1.4 Preventive and remedial maintenance and other service support performed under this contract includes, all labor, material, parts, shipping, and transportation. Contractor shallpay for shipping for all service/parts to and from the repair site. 2.0 PREVENTIVE MAINTENANCE2.1 Preventive maintenance shall be performed as often as needed in accordance with the-original equipment manufacturer's specifications for each individual product.2.2 Preventive maintenance shall include all software and operating system upgrades.2.3 Preventive maintenance shall include, at a minimum, one annual preventative. maintenance review of the Bruker AMX300 NMR spectrometer equipment by the contractor. 3.0 REMEDIAL MAINTENANCE 3.1 The contractor shall. provide remedial maintenance. The contractor shall establish a point of contact Where calls for remedial may be made. 3.2 The contractor shall provide telephone support for diagnosis of covered equipment malfunctions during the hours of 0900 and 1600 local time Monday through Friday, excluding observed holidays.3.3 The contractor shall supply replacement parts as required on an exchange (refurbished) or new part basis.3.4 The contractor shall repair, Repair Center Service items and provide return material transportation costs.3.5 The contractor shall respond by telephone within 24-hours of the initial request for remedial maintenance to provide diagnostic service support and to arrange, when mutually agreed upon, an estimated time of arrival for the contractor personnel for on-site remedial maintenance. 3.6 The contractor shall diagnose Covered Equipment malfunction(s) and install replacement parts when contractor personnel are sent on-site. 3.7 0n site service shall be provided by the contractor during the hours of 0800 and 1600 Monday through Friday, excluding observed holidays. 4.0 MISCELLANEOUS 4.1 The government shall maintain the site and environment in a condition suitable for operation of the covered equipment. 4.2 The government shall make normal operator adjustments to the covered Equipment as specified in the Operator's Manual. 4.3 The government shall perform routine maintenance activities, including cryogen replenishment, probe tuning and matching, and shimming. 4.4 When contractor personnel are sent to the site, the government shall provide unrestricted access to the Covered Equipment at a mutually agreed upon time to perform required service. Contractor personnel performing on-site service are, however, visitors to the Phillips Lab and therefore are subject to the rules and regulations regarding visitors to the Phillips Lab and Edwards AFB (for example, lab requirement of lab escorts or traveling delays due to flight mission road closures). The procedure to used is Simplified Acquisition Procedures. The anticipated award date is 15 Oct 97. Bruker Instruments Inc was selected as the source for the procurement because NMR is a specialty instrument, manufactured by Bruker Instruments and can only be serviced by the manufacturer. The manufacturer has the schematics and replacement parts for the instrument. Telephone requests to be placed on the mailing list will not be honored. See Numbered Note(s):22. (0268)
