NASA Goddard Space Flight Center (GSFC) plans to issue a Request for Proposal (RFP5-12970/257) to provide scientific, computer and research and development support services to the Earth and Space Data Computing Division (ESDCD). This proposed procurement is being set-aside for 8(a)contractors and the solicitation will be available on or about October 10, 1997 on the Internet at the location described at the close of this notice. NASA GSFC is seeking potential (8a) sources to create end-to-end systems and technologies that are able to transform remotely sensed data into useful information for NASA research and for public applications through creation of prototype systems and validation of the technologies in actual applications. The work strategy involves creating three (3) interacting operational elements that combine to expedite the flow of technologies and systems from applied research to practical application of data products. The three operational elements are 1) applied research, 2) technology integration, systems development and support, and 3) applications development, field validation and outreach. The contractor shall provide technical support in several areas that include theoretical, experimental and developmental efforts in the laboratory and in the field. Administrative functions that support national and international collaboration are also required. The Contractor will furnish all management, labor, and documentation as well as a portion of the facilities and equipment necessary to accomplish the requirements. The proposed contract type is Cost-Plus-Incentive-Fee (CPIF)/Indefinite-Delivery, Indefinite-Quantity (IDIQ). The contractor will be responsible for operations through a performance based incentive contract via performance orders or tasks, which will have metrics associated with each. The incentive strategy for this effort will be based on cost, schedule, and performance. The contractor will also be responsible for a smooth transition from the current program to the new approach without disruption of the program. A five year period of performance is anticipated. The anticipated release date of this RFP5-12970/257 is on or about October 10, 1997 with an anticipated proposal due date of on or about November 25, 1997. This RFP will be released electonically. All responsible sources may submit a proposal which will be considered by the agency. See numbered Note "26." An ombudsman has been appointed -- See Note "B".
