Naval Research Laboratory has a requirement for five years of
engineering, technical and management support for two key
responsibilities of the Naval Research Laboratory's Military Support
Division, Code 1400: maintaining an interface between NRL research
management and Navy, DOD and other requirements, research, acquisition
and operations organizations; and (2) for NRL's airborne research,
supporting (a) modification of the NRL ASC2 aircraft relating to
Airborne Early Warning, the Airborne Surveillance Technology Program,
and Common Equipment Set systems, and (b) the installation and removal
of special projects on NRL airborne research laboratories. The
contract may be structured using options for each year of performance
beyond the initial year. THIS PROCUREMENT WILL BE CONDUCTED ON A 100%
SET ASIDE BASIS FOR SMALL BUSINESS CONCERNS. Support of the interface
function will involve developing and maintaining program goals,
developing technical requirments, project planning, analyzing issues,
monitoring critical schedule milestones, and coordinating efforts of
all associated organizations throughout the life of R&D projects. One
program focus is related to Airborne Early Warning (AEW) systems,
including but not limited to the Combat Systems Functional Allocation
Board (CSFAB) and the Advanced Surveillance Technology (ASTP), the
Theater Air Defense Battle Management Command, Control, Communications,
Computers, and Intelligence (TAD BMC4I), the Joint Composite Tracking
Net (JCTN), and the Surveillance Infrared Search and Track (SIRST)
programs, plus associated data link, sensor/data fusion and processing
working groups. Other involvement currently includes NRL support of
the Next Generation Aircraft Carrier (CVX), the Joint Strike Fighter
(JSF), the Surface Combatant 21 (SC-21) and all derivative programs.
The work related to NRL aircraft involves technical assistance in the
definition of requirements; engineering assistance in development of
master plans, execution details and schedules; coordinatingschedule and
execution activities with NRL research directorates; avionics systems
engineering support; development of procedures and locations for
non-standard project installations on aircraft; providing training in
RDT&E instrumentation and aircraft systems interface; and assisting
with documentation relating to installation and removal of airborne
research projects. A detailed SOW will be issued with the solicitation.
A core team of three is planned from the outset of performance,
including a team leader, senior engineer, and technical specialist. Two
other team members, a senior systems engineer and an engineer, will be
covered by options and their performance is not anticipated initially;
their work will be covered by options. The team leader, senior engineer
and eventually the senior systems engineer will be involved mainly with
the research interface task and will perform primarily at NRL's
Washington site. The technician and eventually the engineer will be
involved mainly with the airborne research tasks and will perform
primarily at NAS, Patuxent River, Maryland. Naval Airborne AEW and
related program familiarity (team leader) or experience (senior systems
engineer, engineer, and technical specialist) is a salient
qualification, and a salient qualification for the senior engineer is
18 months in a command-at-sea position with an operational surface
combat or carrier based aviation warfare speciality. An additional key
requirement for the team leader is familiarity with the Cooperative
Engagement Capability (CEC), Cruise Missile Defense (CMD), and
Ballistic Missile Defense Organization (BMDO) programs. An additional
key requirement for the senior systems engineer is working knowledge of
current E-2C weapons systems and the airborne CEC plus knowledge of the
CSFAB and the ASTP, TAD BMC4I, JCTN, and SIRST programs, including
their application to next generation AEW systems. Experience with P-3
aircraft is another key requirement for the engineer and technical
specialist positions. The team leader position requires eligibility for
a Top Secret clearance upon award; all other positions require
eligibility for a Secret clearance upon award, with the additional
requirement that the senior systems engineer and senior engineer be
eligible for a Top Secret clearance as required by the Contracting
Officer's Representative. The following web site is related to Code
