rmazzola@email.usps.gov. The United States Postal Service is seeking
hiqhly qualified contractors to assist in obtaining youth program and
research support for a Stamp Services long term marketing initiative
called "Celebrate the Century" (CTC). CTC represents an opportunity for
the USPS to take the lead role in the celebrations associated with the
end of one century and the beginning of new millennium. The CTC
program strategies leverage proprietary promotional events for a three
year program: Celebrating, commemorating, and collecting achievements
of the 20th centrury in a special edition stamp product collection,
public voting on stamp subjects by decade, unique and involving
internal and external local community events, fully integrated
cross-discipline communications support, and building a customer
database to be used as a tool for growing the business of stamps and
stamp products. One of the major components of the CTC program will be
the In School Program and Kid's Design contest. The USPS anticipates
awarding a contract as a result ot this solicitation for the planning,
development, and execution of CTC's Youth Program. Work to be
performed shall incluce, but is not limited to the following: Stategic
planning for the overall development and execution of a comprehensive,
impactful and synergistic Youth Program for the USPS based on the
contractor's extensive expertise, knowledge and specialization in the
development and design of youth marketing programs. Providing insight
and recommendations concerning the creative development and execution
from a youth's persepective. Providing advice in the recommendation and
issuance of stamps which appeal to the youth market. Conduct and
facilitate required research of stamp subjects and provide
documentation to support recommendations. Develop programs and
promotions that utilize strategic partnerships with leading companies
to help promote, advertise and create national awareness of stamps and
stamp collecting among today's youth. Provide contacts and counsel
regarding how to best target and communicate to schools, organized
youth organizations and other local community organizations. Assist in
the researching, planning, and development of communication materials.
To be qualified for award, contractor's must demonstrate in their
proposals significant academic and/or jor experience in the following
areas: Planning, coordinating and executing youth activities/programs,
knowledge of the Postal Service's stamp program and the hobby of stamp
collecting, ability to conduct required research for stamp subject
recommendations, ability to provide briefing papers on youth programs,
ability to represent the Postal Service in meetings with partnering
organizations, ability to prepare and manage a budget, and well
developed human relations and communication skills. Contractor's
